Title:

Engineer - Military Satellite Communications

KBR is seeking a motivated individual with Military Satellite Communications (MILSATCOM) and/or Commercial SATCOM (COMSATCOM) with system engineering experience and operational space and ground system knowledge to support of Headquarters Space Operations Command (HQ SpOC) located on Peterson Space Force Base, Colorado Springs, CO. 

A strong candidate has experience supporting SATCOM space and ground systems throughout their life cycle including requirements, acquisition, test, fielding, sustainment, and transition to operations. In this position, you will provide SATCOM engineering expertise to inform HQ SpOC decisions. Responsibilities include:

Key Responsibilities:

  • Document and communicate recommendations for HQ SpOC policy positions related to the acquisition, fielding, and sustainment of new and emerging space and ground systems.
  • Provide requirements, operations, sustainment, and engineering technical analysis and support.
  • Conduct system engineering analysis to support development and verification of test and system acceptance requirements.
  • Support Deltas with both immediate and deliberate operational requirements
  • Facilitate external and internal project stakeholder engagements focused on achieving program goals and objectives.
  • Provide the customer rapid responses to taskings and prepare customized and professional products as directed by the tasking guidance.
  • Travel may be required for limited durations to CONUS and OCONUS locations.

Qualifications:

Required:

  • Active Secret security clearance with Top Secret/SCI security clearance eligibility, which is something only a U.S. citizen can obtain.
  • Familiarity with legacy and emerging MILSATCOM or COMSATCOM systems and operations.
  • Bachelor's of Science and/or 10 years of experience with SATCOM constellations and/or ground systems.
  • Able to develop strategies in response to identified program risk and acquisition deficiencies.
  • Ability to effectively communicate system engineering analysis and propose program strategies for the customer and across a diverse stakeholder community to enhance mission operations.
  • Ability to interpret a broad range of DoD, USSF, and Joint Directives, Instructions, and Orders supporting the customer in implementation of existing program goals and with objectives and guidance on future systems.
  • Experience in developing and managing Plans of Action and Milestones, integrated master schedules, and related processes to achieve system acceptance milestones.
  • Experience with Action Officer roles and responsibilities.
  • Experience with standard HQ staffing processes (e.g., TMT, Staff Summary Sheets, Comment Resolution Matrix).
  • Microsoft Office Suite (i.e., Word, Excel).
  • Ability to identify and resolve challenges in a high-tempo, collaborative environment.
  • Excellent oral and written communication skills.
  • Accustomed to professionally interacting with General/Flag officers and senior civilian personnel.
  • Ability to meet deadlines and deliverables with minimal guidance.

Desired:

  • Active Top Secret security clearance, which is something only a U.S. citizen can obtain.
  • Ability to research, brief, and explain complex engineering concepts and designs to technical and non-technical personnel.
  • Experience in preparing technical papers, system concepts, and capability documents.
  • Experience with providing strategic advice, technical guidance, analysis and recommendations.
  • Headquarters experience in the US Space Force, US Air Force, Combatant Command, Space Operations Command, Consolidated SATCOM System Expert office, Regional SATCOM Support Center, or Satellite Operations Squadron.
  • Experience with Strategic MILSATCOM systems and platforms (e.g. AEHF, Milstar, EPS, ESS).
  • Experience with Wideband MILSATCOM systems and platforms (e.g. DSCS, WGS, PATS, PTES).
  • Experience with Narrowband MILSATCOM systems and platforms (e.g. UFO, MUOS).
  • Conduct technical analysis and course of action recommendations for COMSATCOM constellations.
  • Provide support for the revision of plans and policies for future changes in COMSATCOM payload requirements in support of operational decisions
  • Familiarity with Defense Acquisition Pathways and Strategies.
  • Familiarity with the Joint Capabilities Integration and Development System and related products.
  • Experience developing tactics, techniques, and procedures.
  • Familiarity with the DoD Planning, Programming, Budgeting and Execution System.
  • Engineering bachelor’s degree.

Scheduled Weekly Hours:

40hrs

Basic Compensation:

$115,000 -$130,000

This range is for Colorado only.

The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
