About the Role
Baidu USA is seeking a visionary and hands-on Head of Human Resources to oversee all HR functions and site operation across our U.S. offices.
As the Head of HR, you will design and execute strategic people initiatives that align with our business priorities, strengthen leadership capability, and cultivate an inclusive, high-performance environment across engineering, research, and business functions.
What You’ll Do
HR leadership
- Serve as the Head of HR for Baidu USA, overseeing all local HR functions and ensuring alignment with Baidu’s global people strategy.
- Partner with executive leadership to define and deliver a forward-looking, data-driven people strategy aligned with business objectives.
- Act as a trusted advisor and coach to senior leaders on all people-related matters, including organizational design, workforce planning, leadership effectiveness, change management, and employee development.
- Establish people analytics, and employee feedback to provide insights and inform decisions on talent, engagement, and long-term people strategy.
- Manage our compensation cycle, performance, promotion and review process to drive accountability, reward impact, and enable career progression.
- Champion company values into all People programs and processes, ensuring they are embedded in our day-to-day interactions.
- Oversee end-to-end recruiting strategy to attract world-class talent across technical and business functions.
- Strengthen Baidu USA’s employer brand through strategic partnerships with universities, professional networks, and industry events as needed.
- Ensure compliance with all applicable federal, state, and local employment laws and regulations, continuously review and update policies and employee handbooks as needed.
- Conduct internal investigations, resolve workplace issues, and proactively mitigate employee relations risks.
- Oversee employees’ benefits administration, immigrations, contractor, consultant, and vendor management, onboarding, offboarding, contract renews / extensions etc.
Site Operations
- Lead the US operations team to develop, implement, and optimize operational strategies, processes, and policies that ensure efficient day-to-day operations.
- Collaborate with the leadership team to drive productivity, operational excellence, and fiscal discipline, providing regular reports on performance and progress.
- Maintain a safe and compliant work environment across all offices, ensuring smooth and consistent site operations.
- Actively identify and implement innovative initiatives to enhance the overall employee experience and workplace efficiency.
- Oversee facility services and amenities, balancing quality, cost, and operational excellence to support employee satisfaction and engagement.
- Ensure compliance with local, state, and federal regulations (e.g., FLSA, OSHA, ADA) and internal company standards.
- Lead and execute special projects such as office expansions, upgrades, site relocations, and company events to foster culture and collaboration.
- Manage vendor relationships, negotiate contracts, and partner with Legal to ensure cost-effective and compliant agreements.
What We’re Looking For
- 10+ years of progressive HR experience, including at least 5 years in senior leadership roles within fast-paced, technology-driven organizations.
- Bachelor’s degree in Human Resources, Business Administration, or related field (advanced degree or HR certification such as SHRM-SCP or SPHR preferred).
- Strong understanding of U.S. employment law, HR operations, and compliance requirements (California experience preferred).
- Proven ability to manage HR functions across multiple areas: operations, employee relations, recruiting, and compensation.
- Strategic thinker who combines a data-driven mindset with empathy and influence.
- Exceptional communication, coaching, and change management skills.
- Bilingual proficiency in English and Mandarin highly preferred.
- Experience working in a global corporate environment is preferred.
