As a Federal Government Contracts and Compliance Manager you’ll be responsible for ensuring Company adherence to US government acquisition regulations in support of the Go To Market Group during both the pre-sales and post-sales phases of our customer engagements. During contract negotiations you will interface with US government contracting officers and help evaluate implications for Primer as it relates to FAR and DFAR compliance and work with stakeholders from across the Company to craft statements of work. After contract award, you will ensure Primer is complying with all federal regulations and contract terms along with supporting any necessary contract changes or modifications. Your secondary responsibility will be to support commercial and international sales processes.

This role would fall under the Operations team and work in close coordination with finance and legal, as well as the infrastructure and security team, to support GTM efforts.

Responsibilities

• Assist with formal RFP responses with a particular focus on FAR and DFAR compliance, including drafting and reviewing technical and cost volumes
• Represent Primer along with other members of the National Security team during formal contract negotiations with government customers or prime contractors
• Interface with Primer leadership, outside legal counsel and other company stakeholders to assess risks and provide recommendations on contracting strategies
• Track and monitor general contract performance, including compliance with various federal regulations and ensure satisfactory completion of deliverables 
• Collaborate with Program Managers to develop and negotiate contract modifications related to on-going projects
• Collaborate with Primer security managers and cyber security managers to ensure compliance with customer security requirements

Requirements

• This position is specifically for work on a federal contract. The federal contract requires that all individuals working on this project be citizens of the United States.
• Experience working in a classified environment 
• Bachelor's degree 
• At least 3-5 years of professional experience as a contract officer, contract specialist or contracting officer’s technical representative
• DAWIA Level II Certification in Contracting (or equivalent for non-DOD agencies)
• Deep understanding of the FAR, DFAR and general Federal acquisition processes 
• Familiarity with a range of contracting vehicles including direct and subcontract agreements
