SMX is seeking a Technical Project Manager/Scrum Master to support the Digital Acquisition Center of Expertise (DACE) to lead the planning, execution, and delivery of digital acquisition products within the NAVAIR Digital Acquisition Center of Expertise (DACE). 

This role combines technical project management expertise with agile methodologies to ensure the successful development of guidance and training content, tailored implementation of modern digitally enabled acquisition for Early Engagement Programs, and establishment of learning environments and seminars. The individual will act as a key liaison across between the Technical Director, the core DACE team, Government stakeholders, and cross-organizational cross-functional teams to drive collaboration, transparency, and alignment toward mission outcomes.

This position is required to be in-person at Patuxent River NAS, providing on-site support at NAVAIR South Engineering building # 2187. 

Essential Duties & Responsibilities

  • Technical Project Management:
    • Develop and manage DACE plans, schedules, and milestones aligned with DACE objectives and program priorities.
    • Oversee the execution of DACE activities, managing dependencies and successful outcomes.
    • Provide real-time updates on project health, leveraging dashboards and visualizations.
    • Guide team through task dependencies and decomposition
    • Track and manage current and future contract actions ensuring that sufficient funding is available and accessible.
  • Scrum Master Responsibilities:
    • Tailor Agile approaches to meet the needs of the team and the project.
    • Facilitate tailored agile ceremonies, including sprint planning, Bi-weekly stand-ups, sprint reviews, and retrospectives.
    • Guide teams in adopting agile principles and practices, fostering a culture of collaboration and continuous improvement.
    • Manage sprint backlogs, ensuring alignment with program priorities and technical baselines.
    • Remove impediments and roadblocks to enable team productivity and efficiency.

Required Skills & Experience

  • Clearance Required: Secret
    • US Citizenship is required for work on DoD contract
  • Bachelor’s degree in engineering, computer science, project management, or a related field.
  • Minimum 5 years of experience in technical project management, preferably within defense acquisition programs.
  • Proven experience as a Scrum Master, with a strong understanding of agile methodologies.
  • Experience developing projects and breaking down tasking within JIRA.
  • Experience developing project metrics and projections within JIRA/Confluence
  • Experience managing cross-functional teams and collaborating with government and industry stakeholders.

The proposed salary for this position is:
$73,100$121,800 USD
