Leads DLH’s enterprise technology vision, adoption strategy, innovation agenda, and multi-year roadmap across federal Health and Defense markets. Oversees emerging technology pilots, solution architecture governance, responsible AI adoption, strategic technology partnerships, and technical contributions to capture and proposal efforts. Translates technology investments into differentiated offerings, contract wins, and business growth while representing DLH with customers, partners, and industry stakeholders.

Develops and supports federal contract cost proposals from RFP receipt through negotiations. Responsibilities include assembling cost volumes, analyzing RFPs and technical data, evaluating functional inputs, ensuring compliance with requirements and FAR, preparing pricing narratives, and coordinating cross-functional management reviews.

Leads GovCon pricing strategy and a small pricing team for complex federal proposals. Develops cost models, estimates, rate structures, Price-to-Win analyses, profitability scenarios, and compliant cost volumes. Advises executives on bid decisions, pricing risks, margins, and competitive positioning while partnering with Finance, Contracts, Growth, Capture, Programs, and Operations. Requires extensive U.S. Government contracting pricing experience across CPFF, T&M, FFP, IDIQ, GWAC, and GSA vehicles.
