Leads delivery of a federal healthcare IT portal across project initiation, requirements, architecture, Agile development, testing, security compliance, deployment, training, and operations transition. Manages scope, schedule, budget, resources, risks, dependencies, contractual deliverables, governance, and stakeholder communications. Coordinates cross-functional teams and supports FISMA, FedRAMP, NIST, Section 508, EPLC, security authorization, and ATO readiness activities for CDC and NIOSH stakeholders.

Supports enterprise application modernization, governance, and technology strategy initiatives. Facilitates requirements sessions, elicits business rules and data requirements, develops epics, features, user stories, acceptance criteria, process models, workflows, and traceability artifacts. Collaborates with business stakeholders, architects, developers, and project teams to analyze application behavior, investigate technical issues, identify gaps, and produce clear technical documentation and governance materials.

The Business Systems Analyst facilitates requirements sessions, elicits business rules and data needs, creates user stories and acceptance criteria, models current and future processes, develops workflow diagrams, investigates technical issues, and maintains traceability across development and testing. The role supports enterprise application modernization, governance, technical strategy, documentation, and collaboration among business stakeholders, architects, developers, and project teams.

Build, test, deploy, and maintain Microsoft Power Platform solutions for federal modernization programs. Develop Canvas, Model-Driven, and Power Pages applications; configure Dataverse; automate processes with Power Automate; and integrate with external systems using APIs and Azure services. Participate in Agile planning, solution design, testing, troubleshooting, documentation, production support, and release management while meeting federal security, privacy, and accessibility requirements.

Develop and maintain responsive, scalable Power Platform (canvas and model-driven) applications and Power Automate flows in a federal environment. Build PoCs/MVPs, custom connectors, integrate Dataverse and SharePoint Online, collaborate in Scrum ceremonies, translate requirements to functional apps, and validate solutions with end-users. Requires .NET/C# experience and an active Public Trust clearance.
