Design, implement, and maintain enterprise Master Data Management solutions for healthcare provider and member domains using Informatica (IDMC/PowerCenter). Build ETL pipelines into MDM using Oracle and Snowflake, manage metadata and deployments, collaborate with data architects and stakeholders, enforce governance and security standards, and develop/validate AI prompt/query templates for master data retrieval and synthesis.

Provide senior technical oversight for CAPPS Recruit and related CAPPS components, lead migration from Oracle Taleo to PeopleSoft Recruit, ensure vendor deliverables meet CAPPS SDLC and standards, perform code reviews, support integrations and Level 2 service desk, ensure accessibility (WCAG 2.1), participate in testing, audits, and disaster recovery, and collaborate with agencies and managed services to maintain system performance and data quality.

Provide senior-level technical oversight for CAPPS ERP (HR/Payroll/Financials): manage vendor development/testing, ensure coding and SDLC compliance, oversee accessibility (WCAG 2.1), perform Level 2 service desk support, review code and integrations, participate in disaster recovery and SOC-1 activities, and maintain IT security and ITIL-based service practices.

Lead enterprise architecture and technical strategy for the CAPPS ecosystem, driving roadmaps, cloud migrations, PeopleSoft upgrades, service desk governance, vendor/contract oversight, accessibility compliance, and cross-functional coordination across CPA, customer agencies, and managed service providers.

Provide senior enterprise architecture and technical leadership for the CAPPS Program: define roadmap and standards, lead Technology Operations, coordinate stakeholders and vendors, oversee upgrades, accessibility compliance, contract oversight, troubleshooting, documentation, and procurement support.

Lead product vision and technical roadmap for the CAPPS Program (HR/Payroll, Financials, STARR). Provide architectural leadership, vendor/contract oversight, accessibility and security compliance, identity/access management, PathLock administration, PeopleSoft upgrades, and technical procurement advisory while coordinating cross-functional teams and Managed Services.
