Leads federal contract capture efforts from opportunity identification through award and transition. Develops capture plans, win strategies, competitive assessments, pricing and teaming strategies, and customer engagement plans. Builds qualified pipelines, shapes opportunities before solicitation, manages capture reviews and CRM updates, and develops relationships with government customers, partners, and industry stakeholders. Collaborates with executives, technical teams, and proposal leadership to position the company for growth across federal markets.

Coordinates onboarding and offboarding for personnel, including facility, IT, and vessel access. Manages eQIP, SF-85, fingerprinting, background investigation, CAC/PIV, and credentialing documentation. Prepares personnel forms, recruitment packages, and contract files; enters data into NOAA administrative systems; and develops, reviews, and maintains SOPs, process workflows, instructional manuals, and technical documentation.

Supports the National Oceanographic Partnership Program through inter-agency coordination with NOAA and the Navy’s Office of Naval Research. Responsibilities include managing inter-agency agreement drafts, planning work group meetings, coordinating funding transfers and annual spend plans, developing annual reports, conducting outreach, briefing leadership, and identifying funding opportunities with NOAA science programs and laboratories. The position may be remote or on-site and requires travel for meetings, workshops, and field activities.
