Manages complex federal and Department of Defense proposal efforts from solicitation analysis through final submission. Develops compliance matrices, outlines, schedules, content plans, storyboards, and win strategies; coordinates stakeholders, teaming partners, reviewers, and color team evaluations. Writes and edits proposal content, oversees graphics and production quality, ensures compliance, manages multiple deadlines, and coaches proposal staff. Provides leadership support, training, and process improvement while partnering with capture and senior business development teams.

Lead federal capture activities from opportunity shaping through contract award, focusing on Base Operations, Construction, and Logistics. Develop win strategies, solution architectures, competitive analyses, price-to-win approaches, teaming agreements, and capture plans. Build customer relationships, influence pre-RFP requirements, coordinate cross-functional technical, management, cost, and proposal teams, and guide proposal reviews to ensure compliant, compelling submissions.

Processes ACH, check, wire, and foreign exchange payments; manages vendor setup, bank details, payment returns, discrepancies, confirmations, and financial records. Handles payment posting, voids, credit applications, Concur reimbursements, commercial cards, 1099 reporting, audit support, accruals, intercompany invoicing, and payment automation activities while coordinating with vendors and internal stakeholders.
