BAI, a defense contractor, is seeking a Budget Analyst with 3+ years of experience, for our expanding workforce supporting the analysis of budget and accounting reports, at Contractor and  Government site(s) in Patuxent River, MD. and Norfolk, VA. Salary

The typical annual salary range for this position is $70,000.00 USD to $96,000.00 USD. Salary will be based on current qualifications, directly related experience, geographic location, and possible contractual requirements which could fall outside of this range.

Responsibilities
  • Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations
  • Analyze budgeting and accounting reports
Qualifications
  • 3 to 10 years of experience performing duties described in the functional description
  • Excellent communication and interpersonal skills—verbal, non-verbal, written, and listening—for staff, customer, and organizational level communications, both formal and informal
  • Ability to perform all functional duties independently, self-starter
  • Working knowledge and use of Microsoft Office suite programs, MS Word, Excel, Access, PowerPoint, and SharePoint
  • Knowledge of FMS financial policies and procedures is required

Desired Experience:

  • 2 years’ experience within Department of the Navy (DoN)
  • Financial management experience should include financial analysis of business programs including:
    • Development of cost estimates, program status reports
    • Knowledge of Department of Defense (DoD) Financial Management Regulations (FMR)
    • Federal Acquisition Regulation (FAR)
    • Planning, Program, Budgeting, Execution (PPBE) process
    • 2 years’ experience with DoN procurement policies and procedures
  • Experience with:
    • Foreign Military Sales (FMS) Case documents
    • Obligation and expenditure phasing plans
  • Experience in:
    • Navy Enterprise Resources Planning (NERP)
    • Defense Security Assistance Management System (DSAMS)
    • Management Information System for International Logistics (MISIL)
    • Other DoN financial automated accounting & budgeting systems

EDUCATION

Degree: BA/BS degree.

Allowable Substitution: Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree or Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

CLEARANCE

Condition of Employment:  Applicant must have an active DoD Secret Clearance. The applicants selected will be subject to a security investigation and must meet eligibility requirements for access to classified information.


CITIZENSHIP

The applicant must have US citizenship at the time of application.
