Job Summary
The Business Continuity Manager is responsible for developing, implementing, and sustaining a comprehensive Business Continuity Management (BCM) program that ensures the resilience, availability, and recoverability of critical telecommunications infrastructure and services. This role plays a key leadership function in protecting network operations, customer-facing systems, and regulatory obligations during disruptions such as cyber incidents, natural disasters, technology failures, or other crises. The role partners closely with all Technology Domains (IT, network operations, security, etc.), and business leaders to align continuity strategies with operational realities, regulatory requirements, and evolving risk landscapes.
Responsibilities
  • Develop, maintain, and continuously improve the enterprise Business Continuity Management (BCM) program to ensure uninterrupted delivery of critical telecom services.
  • Establish BCM governance, standards, policies, and procedures aligned with organizational risk tolerance and operational priorities.
  • Identify, assess, and document business risks related to service interruptions, cyber threats, natural disasters, supplier failures, and other events impacting network availability.
  • Lead and coordinate Business Impact Analyses (BIA) across departments to define recovery priorities, system dependencies, recovery time objectives (RTOs), and
    recovery point objectives (RPOs); translate results into actionable strategies.
  • Work closely with all Technology domain leaders to design, implement, and maintain business continuity and disaster recovery plans for critical assets,
    including data centers, core network platforms, OSS/BSS systems, and customer facing services.
  • Ensure continuity plans are practical, technically aligned, and integrated with operational response and incident management processes.
  • Maintain plan documentation, playbooks, and escalation procedures to ensure readiness during incidents.
  • Plan and lead regular continuity exercises, tabletop simulations, and full-scale recovery tests to validate response and recovery capabilities.
  • Partner closely with all Technology domain leaders (IT, network operations, cybersecurity, facilities), and business leaders to align continuity strategies with
    technical architecture and operational processes.
  • Support incident response and crisis management activities during major service disruptions, providing continuity leadership and coordination.
  • Ensure BCM program compliance with applicable regulatory, industry, and contractual requirements, such as ISO 22301, FCC regulations, and local telecom
    authority mandates.
  • Prepare for and support audits, regulatory inquiries, and compliance assessments related to continuity and resilience.
  • Manage crisis escalation and continuity-related communications, coordinating with executive leadership, internal stakeholders, and external partners as required.
  • Assess and manage business continuity risks associated with vendors, suppliers, and third-party service providers, particularly for outsourced network services and
    cloud platforms.
  • Provide regular reporting to executive leadership on BCM program maturity, risk exposure, readiness levels, and improvement recommendations.

Qualifications
  • Bachelor's degree in Business, Information Technology, Engineering, Risk Management, or a related field (or equivalent experience)
  • 5-8+ years of experience in business continuity, disaster recovery, operational resilience, or risk management, preferably within telecommunications or critical infrastructure environments
  • Strong understanding of telecom network operations, data centers, customer-facing systems, and service availability requirements
  • Experience leading BIAs, continuity planning, and large-scale exercises

Preferred Qualifications
  • Professional certifications such as CBCP, MBCP, ISO 22301 Lead Implementer/Auditor, CRISC, or similar
  • Experience working with regulatory bodies or supporting regulatory audits in a telecom environment
  • Familiarity with crisis management frameworks and incident command structures
  • May require availability during major incidents or emergencies outside of normal business hours
  • Hybrid or on-site presence may be required to support operational and testing activities

Pay is competitive and based on a number of job-related factors, including skills and experience. The starting pay rate/range at time of hire for this position in New York is $102,816.00 - $168,912.00 per year. For other locations, please inquire with your recruiter. The rates/ranges provided herein are the anticipated pay at the time of hire, and do not reflect future job opportunity.
