Reports to: Sr. Director, Client Solutions

Book of business: 8-10 enterprise clients - Actual coverage may vary based on the complexity of assigned accounts, their lifecycle stage (active implementation vs. steady state), and the volume of concurrent program activity.

Function: Strategic Growth / Revenue

Travel: This role requires travel to client sites, typically 25-40% depending on account activity and client needs. Travel clusters around executive business reviews, major program milestones, on-site discovery, and relationship-critical moments. Candidates should be comfortable with regular domestic travel.

The Client Executive is the senior leader who owns the relationship, the commercial outcome, and the strategic direction of Neighborly Software's most important client accounts. Client Executives are the executive face of Neighborly Software to state agency executives, county executives, territory executives, and program leadership at our enterprise clients. They are the continuous partner across the multi-year lifecycle of these accounts - from pursuit through implementation, steady-state delivery, program-phase transitions, and expansion.

This is not a traditional account management role. Client Executives are senior professionals with deep domain expertise in government technology, federally funded programs, complex grants management, or related fields. Client Executives navigate complexity, manage layered stakeholder environments, and serve as trusted advisors who understand how these programs actually work. They own the full scope of the client relationship: client priorities and program outcomes, the delivery experience, pricing, profitability, and proactive expansion strategy.

What You'll Own

Executive relationship and strategic partnership

  • Serve as the senior Neighborly Software relationship owner for an assigned book of 8–10 enterprise clients.

  • Build and maintain executive-level relationships with agency directors, commissioners, executive directors, mayors, county executives, and other senior client stakeholders.

  • Provide strategic guidance to clients on program design, regulatory navigation, and operational best practices - bringing the value of cross-client perspective and domain depth.

  • Serve as the executive escalation point for client concerns and strategic decisions.

Commercial accountability

  • Own account-level profitability across your assigned book - monitor delivery cost relative to contract value, flag structural issues, and work internally to address them.

  • Lead all post-sale pricing conversations including annual rate increases, scope-driven adjustments, and expansion pricing, positioned as value conversations.

  • Own contract renewals and expansion opportunities, partnering with the Enterprise Sales Pod organization on commercial strategy.

  • Drive measurable revenue outcomes including retention, expansion, and account profitability.

Engagement leadership

  • Partner with assigned Client Operations Team on day-to-day program management and engagement delivery.

  • Coordinate the deployment of implementation pod resources into your accounts during active build phases and complex change requests.

  • Maintain alignment between client expectations, Neighborly Software delivery capability, and commercial commitments.

  • Serve as the lead for major program milestones, executive business reviews, and steering committee engagement.

Pre-sales and pursuit

  • Engage in the pursuit alongside the Enterprise Revenue Pod for new logo opportunities in your domain.

  • Engage in executive stakeholder engagement during proposal and contracting phases.

  • Provide domain expertise and competitive positioning input on strategic RFPs and competitive deals.

  • Support pre-sale pricing for strategic RFPs and competitive deals.

  • Transition pursuit-stage relationships into long-term account ownership at contract signing.

Voice of customer and internal advocacy

  • Champion strategic client priorities back into Product and Engineering roadmap conversations.

  • Partner with leadership on cross-client insights, market dynamics, and emerging program trends.

  • Build and maintain client reference relationships that support new business pursuits

Experience & Qualifications

  • 10+ years of experience in government technology, grants management, federally funded programs, affordable housing, or related complex regulated industries. Deep domain expertise in one or more of: US Treasury programs, CDBG-DR, HUD housing and community development programs, DOE rebate programs, HCV, affordable housing, FEMA recovery, state energy programs, or similar.

  • Significant experience working with state and local government clients in a senior client-facing capacity - either as a vendor/consultant/services partner, or in government service at a senior level.

  • Strong commercial acumen. You've owned account-level revenue accountability, navigated pricing conversations, and managed complex contract negotiations.

  • Demonstrated ability to navigate multi-stakeholder, politically complex client environments. You're comfortable in rooms with agency directors, elected officials, and senior career staff.

  • Executive presence and credibility. Senior clients see you as a peer and trusted advisor, not as a vendor representative.

  • Strong collaborator. You partner well with internal teams — Client Operations Team, Implementation pod, Support, Product — to deliver outcomes for clients.

  • Comfortable with ambiguity and change. Government programs shift mid-flight; the right person works the problem rather than waiting for clarity.

  • Genuine service orientation. You believe that the work of helping a state, territory, city, or county successfully deliver a program is consequential and worth doing well.

  • Fluent in both technology and the business processes of government programs — you pick up platforms and program rules quickly, understand the operational realities behind them, and translate easily between technical teams and executive stakeholders.
