INTECON is looking for a highly skilled Compatibility and Interoperability (C&I) Testing and Certification professional to support the Air Combat Command (ACC) Interoperability and Standards Branch (ACC/A5JI) under the Joint Interoperability of Tactical Command and Control Systems (JINTACCS) program. This role supports Air Force service-level multi-TDL platform, system, and net-centric services testing to ensure standards conformance, interoperability, and certification prior to Joint interoperability testing.

Roles and Responsibilities:

The roles shall include:

  • Provide technical support in all phases of Air Force service-level multi-TDL platform, system, and net-centric services Compatibility and Interoperability (C&I) testing, and support Joint-level interoperability testing and certification activities as required.
  • Identify Tactical Data Link (TDL) capabilities and functions requiring testing for applicable USAF Command, Control, Communications and Intelligence (C3I) systems, ensure system points of contact understand MIL-STD compliance and Joint Interoperability Certification processes, coordinate test scheduling through the Participating Test Unit Coordinator (PTUC), and track assigned systems’ certification progress using available tools.
  • Attend Technical Interchange Meetings, Test Plan Working Groups, Integrated Test Team Meetings, and Design Reviews during platform and system design and development phases to advise USAF program offices on TDL and other data and protocol implementations; brief attendees on the Air Force System Interoperability Test (AFSIT) process at the appropriate time.
  • Obtain required information from System Program Offices (SPOs) and develop documentation to support testing and certification of assigned TDL systems, including Request for Certification Information (RFCI) Surveys, AFSIT Waiver Requests, AFPTU Tasking letters, and MIL-STD Compliance Certification or Non-Certification letters upon receipt of test reports.
  • Liaise with system under test program offices throughout all phases of Air Force Standards Conformance and Joint interoperability testing, including review and feedback on test plans, test procedures, test scripts, Information Support Plans, Net Ready Key Performance Parameters (NR-KPPs), and test configuration drawings.
  • Observe C&I Certification testing activities and assist with documenting observed issues; analyze collected test data to validate preliminary trouble reports and determine operational impact prior to Technical Analysis Group (TAG) meetings.
  • Attend Technical Analysis Group (TAG) meetings to provide technical support on multi-TDL standards interpretation, operational procedures, and operational impact of identified deficiencies, and assist in validating preliminary trouble reports and determining criticality levels.
  • Participate in Joint test planning and the development and coordination of Interim Certificates to Operate (ICTOs), and support assigned systems through participation in Interoperability Steering Group (ISG) meetings.
  • Attend Joint Analysis Review Panel (JARP) meetings to support interpretation of multi-TDL standards and operational impacts, assist in validating preliminary trouble reports, and recommend categorization based on potential mission or system degradation in accordance with applicable MIL-STDs and system IERs.
  • Provide technical TDL expertise supporting development and integration of TDL capabilities into Air Force C2 and non-C2 platforms, including development or review of data- and message-level implementation specifications depicting data vocabularies and protocol implementation requirements.
  • Review Information Support Plans posted on the JASM website to verify correct MIL-STD references prior to testing, coordinate with program offices to support TDL integration, and participate in Integrated Product Teams and other working groups as required.
  • Research and gather information to develop Background Papers, staff studies, Talking Papers, and presentation materials as requested by the Government.
  • Possession of an Associate’s degree in a technical field, such as engineering, computer science, or information technology.

Qualifications:

Education (Required for All Candidates):

Experience (Must meet ONE of the following options):

Option 1 – Standards Experience Path:

  • A minimum of three (3) years of recent staff experience within the past ten (10) years.
  • At least four (4) years of experience applying knowledge of Multi-TDL standards, including US MIL-STD-3011, 6011, 6016, 6017, 6020, 6040, 188-220, and 2045-47001.

OR

Option 2 – Test & Certification Experience Path:

  • A minimum of three (3) years of recent experience (within the past ten (10) years) managing or overseeing Air Force service-level multi-TDL interoperability and certification testing.
  • At least three (3) years of recent experience (within the past ten (10) years) reviewing test plans and test reports related to Multi-TDL Compatibility and Interoperability (C&I) Certification Testing and staff processes.
  • A minimum of three (3) years of recent experience (within the past ten (10) years) applying knowledge of Multi-TDL standards, including US MIL-STD-3011, 6011, 6016, 6017, 6020, 188-220, and 2045-47001.

Proficiency in:

  • Air Force service-level multi-TDL Compatibility and Interoperability (C&I) testing and certification processes.
  • Joint interoperability testing and certification processes.
  • Application and interpretation of Multi-TDL standards, including US MIL-STD-3011, 6011, 6016, 6017, 6020, 6040, 188-220, and 2045-47001.
  • Identification and assessment of Tactical Data Link (TDL) capabilities and functions requiring testing for USAF C3I systems.
  • Review and analysis of test plans, test procedures, test scripts, test reports, and Information Support Plans.
  • Development and processing of certification documentation, including RFCI Surveys, AFSIT Waiver Requests, AFPTU Tasking letters, and MIL-STD Compliance Certification or Non-Certification letters.
  • Analysis of C&I test data, preliminary trouble reports, and operational impact assessments.
  • Participation in Technical Analysis Groups (TAGs), Interoperability Steering Groups (ISGs), and Joint Analysis Review Panels (JARPs).
  • Support to TDL integration into Air Force C2 and non-C2 platforms and coordination with Joint and allied forces.
