The Role

As Insurance Compliance Manager, you will serve as the architect and owner of OnePay’s insurance compliance function. Your mandate is to design, implement, and continuously evolve a scalable compliance management system (CMS) that enables the business to develop and operate compliant insurance products while managing regulatory risk.

You will operate as a strategic partner to Product, Operations, and Legal—translating regulatory requirements into pragmatic, business-aligned frameworks that support growth without compromising compliance. This role is accountable for establishing governance, defining standards, and embedding compliant practices across the insurance lifecycle (product design, distribution, servicing, and partner oversight).

In parallel, you will serve as the Designated Responsible Licensed Producer (DRLP) for the Delaware-licensed insurance agency, with formal accountability for regulatory oversight, producer supervision, and adherence to state insurance requirements. The DRLP responsibility is an extension of your broader ownership of the compliance function—not the primary focus of the role.

You will work closely with Operations, Servicing, Product, Legal, and external partners (including carriers and regulators). This role reports to the Compliance Governance Lead.This role is responsible for:

DRLP / Regulatory Accountability
  • Serving as the Designated Responsible Licensed Producer (DRLP) for the Delaware insurance agency

  • Maintaining active producer license(s) with appropriate lines of authority

  • Providing direct oversight of all insurance-related activities conducted under the entity license

  • Acting as the primary regulatory point of accountability for state insurance departments

  • Ensuring compliance with insurance statutes, regulations, and DOI guidance

  • Regulatory change management

  • Compliance training programs

Regulatory Advisory & Product Support
  • Providing compliance guidance on insurance products, distribution models, and marketing practices

  • Supporting new product launches and market expansions with regulatory analysis

  • Reviewing producer conduct, disclosures, and sales practices for compliance risk

Monitoring & Risk Management
  • Developing and monitoring KPIs and KRIs related to insurance compliance

  • Conducting risk assessments across insurance operations

  • Analyzing data to identify trends, control gaps, and emerging regulatory risks

Policy, Controls & Governance
  • Developing and maintaining insurance-specific policies and procedures

  • Implementing controls and testing frameworks aligned to regulatory expectations

  • Supporting internal and external audits and regulatory exams

Licensing & Producer Oversight
  • Overseeing individual producer licensing, appointments, and renewals across applicable states

  • Ensuring all producers operate within their authorized lines of authority

  • Establishing and maintaining producer supervision frameworks, including training and attestations

  • Managing relationships and compliance requirements with carrier partners

Compliance Management System (CMS)
  • Assisting in the day-to-day oversight and enhancement of OnePay’s compliance management system (CMS)

  • Developing and managing core compliance functions:

    • Complaints management and remediation

    • Issue management and corrective action tracking

  • Additional duties as assigned

You BringRequired
  • 5 years + experience in insurance compliance, agency operations, or regulatory risk

  • Active insurance producer license (Delaware required; multi-state preferred)

  • Ability to qualify as Designated Responsible Licensed Producer (DRLP) under Delaware law

  • Experience with insurance distribution, producer licensing, and carrier relationships

  • Strong working knowledge of state insurance regulatory frameworks

Preferred
  • Experience in fintech, embedded insurance, or multi-state distribution models

  • Prior experience serving as a DRLP or equivalent responsible producer role

Core Competencies
  • Strong ownership mindset with bias toward execution

  • Ability to influence cross-functional stakeholders and enforce compliance standards

  • Excellent analytical, project management, and communication skills

  • Ability to translate regulatory requirements into operational controls
