Overview:

Directly responsible for all contract administration, compliance, and performance management activities supporting the Logistics and Operations Division. Serves as the primary point of contact for contract-related matters, interfaces with all functional departments, government customers, and stakeholders to ensure full contract compliance, mitigate risks, resolve issues. As a member of the Logistics and Operations Division, the Contracts Administrator also provides support in business development, proposal development, project level finance, accounting and budgeting, and program/task order transitions.

Primary Responsibilities:

  • Serve as the primary representative for Olgoonik on all contractual matters. Exercise full authority to act on contract performance, modifications, and compliance issues.
  • Manage day-to-day execution of the International Narcotics and Law Enforcement Central America Regional Security Initiative (CARSI), Western Hemisphere Programs Functional Area-4 (FA-4), Diplomatic Security Services Information Security (DS CSIS) and Defense Logistics Agency (DLA) contracts, coordinating with clients, subcontractors, vendors, internal departments and Olgoonik staff.
  • Create and maintain relationships with clients and suppliers; serve as the point of contact for contractual matters assigned by the Logistics and Operations Division Programs and Contracts Manager.
  • Serve as the primary point of contact for assigned programs and task orders, ensuring deliverables, milestones, and reporting requirements are met.
  • Participate in Program Management Reviews (PMRs), Interim Progress Reviews (IPRs), Annual Performance Reviews (APRs), and other high-level stakeholder meetings as required under supported programs.
  • Provide overall management and oversight of contract administration, including planning, execution, monitoring, and closeout of all contract requirements.
  • Develop, implement, and maintain robust contract management processes and procedures to ensure compliance with the prime contract, FAR, DFARS, and all applicable regulations.
  • Interface and coordinate with all functional departments (Operations, Finance, Quality, Procurement, HR, etc.) to ensure operational activities align with contractual obligations and performance standards.
  • Manage contract modifications, change orders, and request for equitable adjustment. Prepare and negotiate responses to government requests. Monitor and track performance periods, option periods, and funding ceilings; lead renewals, extensions, and close-out activities.
  • Conduct regular contract compliance reviews, internal audits, and performance analysis to identify inefficiencies and implement corrective actions.
  • Prepare and submit accurate, timely contractual reports, CDRLs, and correspondence to the government.
  • Serve as a key member of the Team Olgoonik quality and continuous improvement effort. Participate in cross-functional teams to improve standards and performance.
  • Manage subcontractor performance when applicable, ensuring the flow of contract requirements and compliance.
  • Perform all other related duties as assigned or requested.

Supervisory Responsibilities:

  • This position does not have direct supervisory responsibilities but may provide task direction to project teams, subcontractors, and junior staff.

Education and/or Experience:

  • Bachelor’s degree in business administration, Contracts Management, or related field preferred.
  • Minimum of five (5) years of progressive experience in government contracts management, preferably with the Defense Logistics Agency (DLA) or other DoD agencies. 
  • Demonstrated experience managing large-scale service or logistics contracts.
  • Strong working knowledge of Federal Acquisition Regulation Supplement (DFARS), and government contracting principles. 

Knowledge, Skills, and Abilities:

  • Strong working knowledge of federal acquisition regulations (FAR/DOSAR/DFARS) and agency-specific contracting requirements.
  • Demonstrated working knowledge of a wide range of contract types (FFP, T&M, Cost-Reimbursable, FPIF hybrids) and associated modifications, extensions, options, and close-outs.
  • Excellent organizational, interpersonal, and time management skills.
  • Exceptional oral and written communication skills, including the ability to brief senior leadership and customers.
  • Ability to effectively engage across departments, including operations, finance, HR, and BD.
  • Proficiency with Microsoft Office Suite and other tools used for contract and program oversight.
  • Ability to manage time and work remotely in a self-driven capacity, handling a wide variety of contract administration and execution tasks with competing priorities and deadlines.
  • Experience supporting contracts DLA contracts is preferred or demonstrated experience to support contract administration of DLA programs.

Certificates, Licenses, Registrations:

  • Preferred: Certified Federal Contracts Manager or Certified Professional Contracts Manager.
  • Valid Driver’s License 

Security Clearance:

SECRET Level Required

  • Must have a current US government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
  • Must be a U.S. Citizen.
