Job Description

Custodian Civil Works Advisor

  • Job Title: Custodian Civil Works Advisor
  • Job Summary:
    • Serve as Vantor's in-country representative for all customer-executed civil works activities. Coordinate, monitor, and report on design, permitting, procurement, construction, inspection, and site readiness activities to ensure facilities are completed in accordance with project requirements and schedule while maintaining customer responsibility for design, construction, permitting, and regulatory compliance.
  • Job Duration:
    • Planning for hire immediately upon Contract Award, tentatively September 2026
    • Job is complete when Final SAT sign-off is complete, currently planned for CA + 12.5 months
  • Job Duties:
    • Direct point of contact for Customer regarding anything related to antenna and DAF facility and antenna/radome foundation readiness
    • Vantor advocate for timely execution of all site readiness activities, ensuring critical Customer Furnished Items (CFI) are provided as specified and on schedule
    • Hold regular meetings with the Customer to ensure proper CFI planning and execution
    • Proactive monitoring of all civil works execution activities that could impact site readiness and schedule
      • Monitoring permitting status, procurement of customer-furnished materials and long-lead items, construction progress, and critical milestones
      • Conducting periodic site inspections
      • Witnessing key inspections and testing activities
      • Verifying implementation of project and ICD requirements
      • Documenting deficiencies and non-conformances
      • Tracking corrective actions
      • Escalating schedule, quality, procurement, and permitting risks before they impact antenna installation
    • The advisor should provide oversight, reporting, and recommendations only, and should not direct construction activities, obtain permits, manage contractor means and methods, or formally accept/certify completed work
    • Review customer designs against Vantor/Viasat interface requirements
      • Identify and document deviations
      • Coordinate resolution of technical comments
    • Schedule Management
      • Develop and maintain a civil works schedule
      • Track critical path activities
      • Monitor permitting milestones
      • Monitor procurement milestones
      • Monitor contractor mobilization and construction progress
      • Forecast schedule impacts
      • Escalate delays before they affect installation
    • Risk Management
      • Maintain a civil works risk register
      • Identify permitting, procurement, contractor, utility, weather, and geotechnical risks
      • Recommend mitigation actions
      • Report risks to the PM regularly
    • Remain in close communication with DAF PM, and on-site PM as needed, providing routine reporting on status, schedule updates, risks, etc.
    • Ensure Customer readiness for site work, including facility/foundation, heavy equipment, equipment operators, etc.
    • Assist the Customer in management (as they permit) of any subcontractors through contracting and execution
    • Other related duties as assigned

  • Job Qualifications:
    • Requirements
      • Multi-year construction project management experience
      • Experience managing contractors
      • Experience reviewing construction drawings
      • Experience with local permitting processes
      • Experience conducting construction inspections
      • Must be able to report to Customer site regularly, as needed
      • Strong verbal and written communication skills in both Arabic and English
      • Available for occasional off-hours meetings with project team in the U.S.
    • Preferences
      • Civil engineering degree
      • Construction management degree
      • PMP certification
      • Professional engineering registration
      • Telecom/satellite infrastructure experience
