Job Description

DMS is seeking a Data Scientist to support one of our clients’ operational initiatives and provide strategic recommendations to enhance existing processes. The Data Scientist will deliver advanced analytics and decision-support capabilities aligned with Career and Leadership Development objectives.

 

The Data Scientist will apply statistical analysis, predictive modeling, and data visualization techniques to workforce and training data. This role is critical in enabling data-driven decision-making, supporting continuous improvement efforts, and producing clear, actionable performance reports for leadership and key stakeholders.

 

This is an independent contractor position engaged on an as-needed, project-by-project basis, depending on client demand.

 

Responsibilities

  • Collect, integrate, clean, validate, and analyze workforce and training data from multiple sources.
  • Design and implement statistical models and predictive algorithms to support workforce planning, forecasting, and program evaluation.
  • Develop and maintain dashboards, reports, and data visualizations that communicate actionable insights to leadership and stakeholders.
  • Conduct ad hoc analyses to address emerging workforce and training requirements and produce rapid-turn analytical products.
  • Advise on data governance, privacy requirements, ethical data use, and documentation standards.
  • Collaborate with staff and stakeholders to define analytic requirements, measures of effectiveness, and reporting cadence.

 

Deliverables (As Requested):

  • Cleaned datasets, data dictionaries, and repeatable analytic workflows.
  • Workforce/training metrics and performance measures (definitions and calculation logic).
  • Predictive models/forecasts and concise model documentation (assumptions, validation, limitations).
  • Dashboards and recurring reports for leadership and program stakeholders.
  • Ad hoc analytic briefs, slides, and decision-support memos.
  • Recommendations for data governance and privacy/ethical data practices.

 

Minimum Qualifications

  • Bachelor’s degree in Data Science, Statistics, Computer Science, Operations Research, Economics, or related field (or equivalent relevant experience).
  • Demonstrated experience delivering advanced analytics on complex datasets (workforce/HR/training data preferred).
  • Strong proficiency in Python and/or R and SQL for data extraction, transformation, and analysis.
  • Experience building dashboards and visualizations for executive audiences.
  • Ability to translate analytical findings into clear recommendations for non-technical stakeholders.

Preferred Qualifications

  • Master’s degree or higher in a relevant field.
  • Experience supporting federal/government workforce or training programs; familiarity with evaluation methods and performance measurement.
  • Experience with cloud-based analytics environments and reproducible workflows.

  • Documentation discipline and quality assurance.
  • Professional discretion; privacy and ethics-first mindset.

Required/Typical:

  • Python (pandas, numpy, scikit-learn), and/or R (tidyverse)
  • SQL (querying/ETL support)
  • Power BI (or Tableau, as applicable)
  • Microsoft Excel (advanced functions/pivots)
  • Git / version control; Jupyter Notebooks (or equivalent)

As Applicable (Environment-Dependent):

  • Data platforms (e.g., SQL Server, PostgreSQL)
  • Collaboration/documentation tools (e.g., MS Teams, SharePoint, Confluence-equivalent)

 

Security / Compliance Language

The Data Scientist shall maintain compliance with Federal organizational policies for data handling, privacy, and information security. The contractor shall ensure proper access control, secure data storage, and responsible use of sensitive workforce and training information consistent with a Confidential clearance requirement.

  • Deliver accurate, reproducible analyses and clearly documented results.
  • Provide timely dashboards/reports aligned with defined metrics and stakeholder needs.
  • Communicate findings with clarity, including limitations, assumptions, and actionable recommendations.
