Location: Remote — must be based in and/or able to travel extensively across the Northeast, Mid-Atlantic, West, Pacific & Alaska, Midwest, and Central regions. Travel requirements of up to 50%. Travel typically ranges from 25-50%, increasing during active disaster response periods.

ICF's Disaster Management Division helps government clients prepare for, respond to, recover from, and build resilience against disasters — from hurricanes and wildfires to floods and other large-scale emergencies. Within the Division, the FEMA Line of Business delivers preparedness, response, and recovery services — including disaster recovery, Public Assistance, grants management, and resilience support — to state, county, municipal, and tribal government clients nationwide, drawing on programmatic knowledge of the Stafford Act and FEMA's Public Assistance Program.

This Portfolio Manager will build ICF's Public Assistance & Recovery presence across FEMA Regions 1, 3, 5, 7, 8, 9, and 10 — designated growth regions for the division that include several future target states. This is a business development- and strategy-heavy role: the successful candidate will build a regional book of business largely from the ground up, working from a small number of existing toe-hold engagements, and will be measured first on pipeline development and new client acquisition, with portfolio and delivery management growing alongside the book. Reporting to the Recovery Service Line Lead this leader is expected to bring ICF's project management standards and delivery expectations into every new engagement from day one — building the region's culture and rigor as it grows, rather than inheriting an established team.

Key Responsibilities

Business Development & Market Growth

  • Build ICF's Public Assistance & Recovery presence across the assigned regions, prioritizing target states for expansion.

  • Develop and execute a regional capture strategy in partnership with the Senior Director, Public Assistance & Recovery, the FEMA Line of Business Lead and the Group Business Development team including target client mapping, teaming partnerships, and pipeline development.

  • Build senior relationships with state and local emergency management agencies, risk/insurance offices, and public assistance grant recipients across the region.

  • Grow existing toe-hold engagements in the region into broader accounts.

  • Represent ICF at regional industry events, state emergency management association meetings, and client conferences to build brand presence in target states.

  • Gain competitive intelligence on client needs, priorities, and incumbent contracts to position ICF

Proposal Management

  • Lead proposal development and submission for pursuits within the region — assembling capture teams, coordinating technical volumes with Project Managers/SMEs, and owning RFP compliance and schedule.

  • Oversee go/no-go decisions on regional pursuits; escalate multi-region or above-threshold opportunities to the Senior Director.

  • Contribute to pricing and teaming strategy on regional pursuits

Portfolio & Delivery Oversight

  • Own portfolio P&L for the region as it builds; oversee scope, schedule, and budget delivery on awarded engagements.

  • Recruit, onboard, and build delivery capacity (Project Managers and SMEs) as new work is awarded. Manage Project Managers assigned to the region as the client base grows; hold delivery to the FEMA compliance and quality standards set by the Line of Business Lead and Service Line Lead.

  • Own staffing and utilization planning as new work is won.

  • Establish repeatable delivery processes and quality controls for the region, aligned to Division standards

Required Qualifications
  • Bachelor's degree

  • 7+ years combined EM/FEMA experience, including at least 3+ years in a leadership or client-facing capacity

  • 3+ years of direct experience managing multi-client portfolios and Project Managers. 

  • Experience winning or managing state master service agreements, on-call contracts, or other long-term procurement vehicles.

  • Working knowledge of the FEMA Public Assistance Program (Stafford Act, 44 CFR Part 206, PAPPG).

  • Willingness to travel extensively (up to 50%) within the region.

Preferred Qualifications
  • Existing relationships with state emergency management agencies, risk/insurance offices, or recovery organizations within Regions 1, 3, 5, 7, 8, 9, and/ or 10.

  • Experience with emergency planning, preparedness, EOC activations, incident management

  • PMP or CEM.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$131,256.00 - $223,134.00
