The Director, State Public Policy, within Humana’s Government Affairs team, is responsible for shaping and executing state-level policy strategy, with a primary focus on pharmacy-related issues, including pharmacist licensure, pharmacy shared services, pharmacy benefit management (PBM), occupational and facility licensure, and federal preemption.
Reporting to the Vice President, Strategy & State Affairs, this role leads the development of state pharmacy policy, supports and informs advocacy efforts, and provides strategic guidance on legislative and regulatory developments affecting Humana’s business.
As an individual contributor, the Director plays a key role in advancing enterprise-wide policy positioning, strengthening advocacy effectiveness, and delivering measurable business outcomes. The position also oversees the work of two external consultants, ensuring alignment with Humana’s strategic priorities and successful execution of policy initiatives.
This role requires strong cross-functional collaboration with State Affairs, Federal Policy, and business teams to translate policy changes into actionable strategies, mitigate risk, and identify opportunities for growth, while maintaining accountability for influencing internal stakeholders and managing external partner performance.

Key Responsibilities

  • Responsible for state policy portfolio including pharmacist licensure, pharmacy shares services, PBM, occupational/facility licensure, and federal preemption.
  • Analyze, define and communicate critical trends in state legislative and regulatory environments; track state legislation of interest; identify or predict probable legislative or regulatory outcomes.
  • Develop regulatory and legislative responses to proposed rules/laws including regulatory comment letters, issue briefs, talking points, white papers, and PowerPoint presentations.
  • Counsel Humana businesses on state public policy risks/opportunities and translating those into clear business impact analysis.
  • Work with internal business partners to identify assets Humana has to augment public policy positions such as: data; resources; subject matter experts; and "thought leaders".
  • Leverage experience and relationships to support advocacy efforts with state government officials and regulators with specific focus on state boards of pharmacies and National Association of Boards of Pharmacy.

Required Qualifications

  • Bachelor's degree (advanced degree preferred)
  • 8+ years in state healthcare policy
  • 5+ years leading policy development and advocacy deliverables with measurable impact
  • Experience managing consultants/vendors with defined performance metrics and delivery timelines 
  • Track record of producing policy analyses and written materials used in advocacy efforts 
  • Working knowledge of pharmacy and PBM policy, including applicable state and federal regulations 
  • Demonstrated ability to translate complex policy into actionable business recommendations 
  • Experience influencing cross-functional stakeholders in matrixed organizations to achieve defined objectives 
  • Strong written and verbal communication skills, including regular presentations to executive leadership and external stakeholders 
  • Proven ability to build and sustain strategic relationships with measurable outcomes (e.g., partnerships, policy influence) 
  • Demonstrated success delivering against defined goals, KPIs, or performance metrics  

Preferred Qualifications

  • Master's Degree
  • Knowledge of broader health insurance and healthcare policy landscape

  • This is a remote position. (U.S.)
  • Travel at 10%

    Travel: While this is a remote position, occasional travel to Humana's offices for training or meetings may be required.

    Pay Range

    The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.


     

    $168,000 - $231,000 per year


     

    This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
