The Lead owns the integration workstream, incorporates US PACOM lessons and requirements into enterprise capabilities, and develops repeatable approaches for other Combatant Commands. This senior peer role has functional integration authority but no personnel-supervisory responsibility. The position receives functional priorities from the Biosurveillance Director, Office of the Deputy Assistant Secretary of War for Chemical, Biological, Radiological, Nuclear, and Explosive (CBRN) Defense Programs and reports administratively to the Amentum Project Lead.

Essential Responsibilities:

  • Serve as the integration interface among the Biosurveillance Director, US PACOM DST, J07, J85, the Biosurveillance Program Office, other Combatant Commands, and external stakeholders.
  • Capture US PACOM requirements, lessons, decision pathways, and effective practices for enterprise incorporation.
  • Develop repeatable templates, procedures, governance approaches, and implementation guidance for DST expansion to other Combatant Commands.
  • Own the integration schedule, work plan, risk and issue register, decision log, action tracker, dependencies, and status reporting; drive closure and escalate barriers.
  • Coordinate senior working groups, planning sessions, technical exchanges, and decision forums across military, intelligence, medical, scientific, and program communities.
  • Lead process evaluation, change management, knowledge management, and continuous improvement for the integration workstream.
  • Test the Biosurveillance Information Platform; synthesize operational feedback for Military Utility Assessments and enterprise recommendations.
  • Translate operational needs into technical requirements for feeds, dashboards, alerts, tools, and workflows; coding is not required.
  • Maintain awareness of US PACOM plans and stakeholder requirements to keep enterprise solutions operationally relevant.
  • Develop executive briefs, decision papers, white papers, implementation plans, risk reports, status inputs, trip reports, after-action inputs, and recommendations
  • Travel up to 25% to both CONUS and OCONUS locations.

Minimum Requirements:

  • Relevant bachelor's degree or equivalent education, military training, and directly related experience.
  • Must have an active Secret security clearance, with Top Secret/SCI eligibility later during employment. Note:  US Citizenship is required to obtain a Secret Clearance.
  • Senior project-management, program-integration, or enterprise-integration experience in a Department of War (DoW), national-security, public-health, or similarly complex environment.
  • Eight + years coordinating complex projects, stakeholders, requirements, risks, schedules, and deliverables.
  • Experience across program offices, operational organizations, technical teams, and senior government stakeholders.
  • Ability to convert operational lessons and requirements into repeatable processes, implementation guidance, and scalable capabilities.
  • Familiarity with military planning and ability to work with planners, intelligence professionals, technical teams, and senior leaders.
  • Strong executive communication, facilitation, writing, organization, and relationship-management skills.

Preferred Qualifications:

  • Active Top-Secret security clearance, with SCI eligibility later during employment.
  • DoW program office, Combatant Command, Joint, or enterprise capability-development experience.
  • Knowledge of DoW capability-development, requirements, acquisition, or technology-transition processes.
  • Biosurveillance, CBRNE, Countering Weapons of Mass Destruction (CWMD), Force Health Protection, medical intelligence, public-health preparedness, testing, or pilot-scaling experience.
  • Indo-Pacific experience and familiarity with AI-enabled tools, Maven Smart System, or Biosurveillance platforms.
  • Broad understanding of the DoW CBRN Defense Program (CBDP) governance, policies, and mission priorities under the Office of the Secretary of War (OSW/DASW).
  • Familiarity with national Biosurveillance architectures, Chemical, Biological, Radiological, and Nuclear (CBRN) threat response, and Force Health Protection (FHP) frameworks.
  • Comprehensive grasp of Combatant Command staff structures (specifically J07, J85/Requirements & Resources, J3, and J2).
  • Knowledge of cross-CCMD coordination mechanisms to translate US PACOM operational lessons into repeatable templates for EUCOM, CENTCOM, and SOUTHCOM.
  • Skill in bridging the gap between non-technical military operators (medical/intelligence/planners) and technical software developers (data engineers/platform architects).
  • Ability to translate operational requirements into functional user stories, data pipeline specifications, and automated workflow requirements.
