Lead complex electronic warfare projects and experiments from planning through execution and delivery. Define objectives, schedules, resources, and risks; coordinate engineers and operators; develop test plans and documentation; oversee laboratory, ground, and flight testing; analyze system effectiveness; and brief technical findings to customers and management. The role requires strong electronic warfare knowledge, active Secret clearance, and eligibility for Top Secret clearance, with domestic and international travel.
SAIC is searching for an experienced Electronic Warfare Technical Project Officer to join the Jammer Technique Optimization (JATO) team at Point Mugu, CA. The Technical Project Officer will leverage Electronic Warfare (EW) understanding and strong project leadership skills to guide cross‑functional teams (engineers and operators) in planning and executing complex EW projects and experiments.
This role is well‑suited for a technical project manager or former military aircrew with experience shepherding projects from start to finish and working closely with EW systems.
JOB DUTIES:
- Drive the successful completion of technically complex Electronic Warfare projects, including modeling and simulation and lab, ground, and flight experiments.
- Define project goals and objectives; break down projects into smaller tasks; establish schedules; and identify resources to achieve goals, acting as the primary project lead.
- Assign tasks to engineering team members; organize and lead regular meetings to review project progress; foster communication between cross‑disciplinary teams (systems, electrical, and software engineers, and operators); and track project progress.
- Conduct risk assessments (technical, operational, financial, scheduling); troubleshoot issues and communicate resulting impacts to stakeholders.
- Help design experiments to provide insight into cause‑and‑effect in EW system performance; create and validate experimentation plans/procedures traced to requirements and test objectives.
- Oversee execution of experimentation to characterize and assess system effectiveness in laboratory and field environments, including military service‑level events.
- Generate and/or coordinate technical documentation (e.g., test plans, test reports, verification documents) and contribute to requirements and specifications.
- Use clear verbal and written communication to collaborate on requirements and to present data and explain results to management and customers.
- Conduct domestic or international travel to support requirements, collaboration, experimentation, and customer meetings.
REQUIRED EXPERIENCE AND CLEARANCE:
- Bachelor’s degree and five (5) years of relevant experience.
- Demonstrated understanding of Electronic Warfare.
- Strong organizational, time management, and decision‑making skills.
- Strong verbal and written communication skills, including the ability to brief technical content to diverse audiences.
- Experience with experiment/test planning, execution, and documentation.
- Proficiency with Microsoft Office products (Word, Excel, PowerPoint.)
- Ability to work in a lab environment and participate in integration and test activities alongside engineers and operators.
- Must have an active SECRET security clearance and the ability to obtain and maintain a TOP SECRET security clearance.

- Experience leading technical projects or test activities from planning through execution and delivery (e.g., project manager, test lead, engineering lead.)
- Experience working with or around EW systems.
- Experience in a military test squadron (developmental/operational.)
- Working knowledge of RF/microwave principles and system/subsystem‑level analysis methodologies.
- Familiarity with tools such as MATLAB/Simulink for data analysis or modeling.
