The Executive Business Operations Program Manager will design, unify, and scale the Executive Business Partner (EBP) function at OpenAI to drive operational excellence while preserving the flexibility required for executive-specific support models. Acting as a strategic partner to leadership, this role bridges vision and execution through strong systems thinking, operational rigor, and emotional intelligence.

About the Role

This role enables the EBP community through a matrix operating model, where EBPs remain embedded with their executive stakeholders and functional leadership while operating against shared, organization-wide expectations. The Executive Business Operations Program Manager drives cross-functional alignment by establishing common standards, operating rhythms, and pragmatic governance that create clarity, consistency, and measurable impact across teams. The model preserves executive autonomy and functional ownership while improving coordination, prioritization, and execution at scale.

This role is based in San Francisco, CA. We use a hybrid work model of 3 days in the office per week and offer relocation assistance to new employees.

In this role, you will:

  • Design and implement scalable systems, processes, and tools that improve clarity, efficiency, and consistency across the EBP function.

  • Develop playbooks, documentation, and training materials to codify best practices and judgment standards.

  • Establish operating cadences, governance forums, and escalation pathways to manage priorities and tradeoffs effectively.

  • Serve as a trusted partner to leadership, translating strategic priorities into actionable and executable plans.

  • Partner with the Organizational Lead on executive operations budgeting, headcount planning, and resource allocation.

  • Lead capacity planning and workload balancing across EBPs to ensure sustainable coverage and responsiveness.

  • Surface structural gaps, friction points, and opportunities for improvement within the executive support model.

  • Provide data-driven insights that inform decision-making and assess the effectiveness of executive operations.

  • Define success metrics and key performance indicators for executive support effectiveness.

  • Drive continuous improvement through retrospectives, stakeholder feedback, and performance insights.

  • Ensure support models scale appropriately as the organization grows and evolves

  • Coach and develop EBPs through a structured leadership model that strengthens execution quality, judgment, and stakeholder effectiveness.Provide formal performance input to managers and executive stakeholders to support fair, consistent evaluation and growth.

  • Lead and develop training for EBP team.

  • Develop a plan for succession planning to strengthen the long-term health of the EBP function.

  • Establish clear expectations for professional growth, career pathways, and standards of excellence.

  • Foster a culture of trust, transparency, and high performance across executive operations.

  • Model discretion, sound judgment, and proactive communication in high-stakes and sensitive situations.
