The Opportunity:
CACI is seeking a HCM Data Migration Middleware Developer to support a large-scale federal HCM modernization program. This transformational initiative will deploy Oracle Fusion Cloud HCM as the unified human capital management platform for federal civilian employees across numerous agencies. In this role, you will design, build, and maintain the ETL pipelines and middleware that transform legacy HR data extracted from agency source systems into Oracle Fusion HCM Data Loader (HDL) and HCM Spreadsheet Data Loader (HSDL) formats for loading into the target platform. You will process agency migrations ranging from small agencies with 10,000 employees to extra-large large federal agencies, building scalable data transformation pipelines with robust error handling, data cleansing, and reconciliation capabilities. Your work will directly determine the data quality and migration success for every agency transitioning to the new Oracle Fusion Cloud HCM platform. This is a primarily remote position with up to 10% travel.
The role is remote with preference for candidates in the DMV area.

Responsibilities:

  • Lead a development team of senior, mid‑level, and junior VBS developers in designing and building Oracle Fusion HCM extensions using VBS, APEX, Application Composer, and Page Composer.

  • Enforce the configuration‑first principle to ensure custom code is only used when standard Oracle Fusion configuration cannot meet validated requirements.

  • Design and develop custom page layouts, embedded applications, and extension UIs in Oracle Fusion HCM using JavaScript, HTML5, and Oracle JET within Visual Builder Studio.

  • Build custom REST API integrations for extension applications interfacing with Oracle Fusion HCM business objects and external federal systems via the federal APIM gateway.

  • Develop custom reports and data extracts using BI Publisher, including agency‑specific templates, EHRI submissions, and compliance reports following Section 508 output requirements.

  • Manage sandbox environments and personalization layers to support safe parallel development, testing, and promotion across development, test, and production tenants.

  • Establish and maintain development standards, code reviews, and version control practices for all VBS and APEX extensions to ensure upgrade‑safe, maintainable code.

  • Design and implement custom workflow extensions and approval routing for federal HR processes (PAR processing, classification actions, SES pay adjustments) requiring logic beyond standard Oracle capabilities.

  • Collaborate with functional consultants to translate business requirements into technical designs, estimate development effort, and identify development risks during SAFe Agile sprint planning.

  • Conduct technical reviews and architecture assessments of proposed customizations, advising the Architecture Review Board on build‑versus‑configure decisions.

  • Support production deployments and troubleshoot extension‑related defects, providing L3 technical support during agency go‑live and hypercare.

  • Operate independently to analyze and resolve complex functional and technical issues and mentor junior team members.

  • Lead small work efforts and technical initiatives, review deliverables, and guide junior consultants on Oracle Fusion HCM best practices.

Qualifications:
Required: 

  • Must be able to obtain and maintain a Public Trust clearance (US citizenship required).

  • Bachelor’s degree and 7 years of relevant experience; additional experience may substitute for a degree.

  • 7+ years of software development experience focused on enterprise application extension and customization.

  • 3+ years of hands‑on development experience with Oracle VBS, VBCS, or Oracle APEX in Oracle Cloud HCM or ERP environments.

  • Proficiency in JavaScript, HTML5, CSS3, and RESTful API development/consumption.

  • Experience with Oracle Fusion extensibility tools including Application Composer, Page Composer, sandboxes, and personalization framework.

  • Demonstrated ability to lead development teams in Agile/SAFe environments, including code reviews, sprint planning, and technical mentorship.

  • Experience with BI Publisher including data models, templates, and formatting.

  • Understanding of Oracle Fusion Cloud upgrade cycles and extension upgrade‑safety practices.

Desired:

  • 8+ years of software development experience, including 3+ years in a technical lead role on Oracle Cloud implementations.

  • Oracle Cloud development certifications (VBS, APEX, OCI Developer).

  • Experience extending Oracle Fusion HCM for federal agencies or large enterprise environments (50,000+ employees).

  • Proficiency with Oracle JET and Oracle Fusion design patterns.

  • Experience with Oracle Integration Cloud (OIC) for extension integrations and orchestrations.

  • Familiarity with Section 508/WCAG 2.1 AA accessibility standards for web applications.

  • Knowledge of Oracle Fusion HCM modules (Core HR, Compensation, Talent, Workforce Management) from a developer integration perspective.

  • Experience with Oracle Cloud technologies such as OIC and OCI in enterprise HCM or ERP environments.

The proposed salary range for this position is:

$90,300-$189,600
