Position Summary

Dhaka Technologies Limited Company is hiring experienced IT Project Managers on behalf of a client, a California county government, for as-needed project management assignments. Assignments cover the planning, procurement, implementation, integration, and rollout of software-as-a-service (SaaS) and other enterprise systems, along with operational and business process improvement projects across multiple county departments. Project Managers lead or augment county project teams, manage the relationship with the software vendor, and keep each project on scope, schedule, and budget from planning through go-live and post-implementation review. Assignments are issued as projects arise, and the client approves the Project Manager for each assignment.

Responsibilities

  • Lead the county project team and coordinate county department subject matter experts so that business and technical requirements are met within the project scope.
  • Work with the vendor project manager to maintain the project plan, record current status, detail tasks on a rolling 90-day basis, and keep the executive dashboard current.
  • Manage scope, schedule, and budget using standard IT project management practices, including rigorous change request review.
  • Coordinate and align the vendor's work with county activities, set expectations for the format and content of vendor deliverables, review deliverables, and review and recommend approval of vendor invoices.
  • Maintain the issues log and risk register, assign resources to resolve issues, develop risk mitigation strategies, and escalate risks and decisions to the project sponsor.
  • Coordinate planning, design, configuration and development, business process documentation, testing, data conversion and validation, integration testing, change management, training, cutover, and post-production support.
  • Oversee integration of new systems with existing county systems so that data moves between systems accurately and transparently.
  • Coordinate department participation in integration testing, data validation, end user testing, and training, and obtain department acceptance before go-live.
  • Manage project quality by confirming through testing that the system meets business requirements and that vendor deliverables meet the contract scope of work.
  • Facilitate stakeholder interactions with executive sponsors, county staff, end users, IT staff, and vendors to address concerns, manage expectations, and reach decisions.
  • Produce status reports, dashboards, issue statements and decision papers, testing results reports, and risk mitigation plans.
  • Complete a post-implementation review, including interviews with operating departments, key project members, and the vendor.

Required Qualifications

  • At least twelve years of project management experience, including leading the implementation of a variety of software systems.
  • Experience managing SaaS, enterprise, or complex business system implementations, including system integration, data migration or conversion, testing, cutover, and post-implementation stabilization.
  • Experience managing third-party software vendors, including deliverable review, change control, and invoice review.
  • Experience developing and managing project plans, schedules, budgets, status reports, risk and issue logs, stakeholder communications, governance materials, and implementation readiness activities.
  • Experience working with public sector clients, regulated environments, or confidential data, or on projects involving multiple departments and outside vendors.
  • Strong facilitation and communication skills with executive sponsors, subject matter experts, end users, and technical staff.
  • Ability to work onsite in Redwood City, CA when an assignment requires it.
  • Must currently reside in the United States. Visa sponsorship is available for qualified candidates.

Preferred Qualifications

  • Project Management Professional (PMP), Certified ScrumMaster (CSM), PMI Agile Certified Practitioner (PMI-ACP), or Prosci Change Management certification.
  • Experience with California city or county government, or another state or local government agency.
  • Implementation experience with enterprise platforms such as Workday, Oracle, SAP, Tyler Technologies, Accela, Salesforce, or ServiceNow.
  • Experience leading business process redesign and organizational change management alongside a system rollout.

Compensation

$50 to $70 per hour on a C2C, W-2, or 1099 basis, based on experience. Hours and duration depend on each assignment.
