About the role

Concept Plus is seeking a Learning Systems Technical Project Manager to provide oversight, coordination, and technical support for client Learning Management System (LMS) programs. This role is responsible for monitoring platform administration activities, supporting partner onboarding, ensuring requirements are clearly documented, and coordinating across government stakeholders, agency partners, and vendors.


What you'll do

  • Oversee and monitor LMS platform administration activities performed by technical or vendor teams to ensure consistent performance and adherence to program expectations.
  • Support LMS integrations and data migration efforts by coordinating with technical teams, validating partner needs, and tracking readiness activities.
  • Support acquisition activities, vendor coordination, and onboarding of new partners, ensuring alignment with program requirements and contract objectives.
  • Support golive planning efforts for new LMS implementations, including development of deployment strategies, timelines, and partnerspecific requirements documentation.
  • Develop and maintain Standard Operating Procedures (SOPs), job aids, and policy materials to support system operations and partner use.
  • Prepare and deliver presentation materials and user-facing documentation to support stakeholder engagement and clear communication.
  • Support preimplementation planning frameworks and develop partner documentation to reduce ambiguity and mitigate risks associated with LMS deployments.
  • Author and coordinate interagency agreements (MOAs, ISAs, ICAs) to define governance structures, roles, and responsibilities across stakeholders.
  • Develop comprehensive LMS requirements documentation to support partner configurations, improve knowledge transfer, and enable efficient post–golive operations.
  • Identify process gaps and recommend workflow improvements to increase operational efficiency and team effectiveness.
  • Support the creation of acquisition documentation that defines scope and requirements for learning assets and services.
  • Gather stakeholder requirements to inform LMS procurement strategies and support planning for future enhancements.
  • Provide SME-level support on thirdparty LMS content issues and assist stakeholders in resolving content delivery challenges.
  • Produce clear, actionable meeting documentation, including decisions, risks, and follow-up actions to keep teams aligned.
  • Support collaboration efforts with cross-functional teams and government leadership to improve coordination and execution across the program.


Required Qualifications

  • US Citizen
  • Ability to obtain and/or maintain a government clearance.
  • Bachelor’s degree in IT, Education Technology, Business, or related field; or equivalent experience
  • 3–5 years supporting or overseeing work related to an LMS or similar enterprise platform
  • Experience gathering and documenting system or stakeholder requirements
  • Experience supporting system implementations, onboarding, or golive activities
  • Ability to develop clear SOPs, job aids, and partner-facing documentation
  • Strong written communication skills for presentations and technical/operational documentation
  • Experience coordinating across cross-functional teams, vendors, or government stakeholders
  • Familiarity with LMS integrations, data migration concepts, or content workflows
  • Ability to identify process gaps and recommend workflow improvements
  • Strong organizational skills with the ability to track risks, decisions, and follow-up actions


Preferred Qualifications

  • Experience working with federal agencies or multiagency partnerships
  • Familiarity with LMS integrations, SSO, APIs, or content standards (SCORM/xAPI)
  • Experience supporting acquisition or procurement activities
  • Proficiency with collaboration or project tracking tools (e.g., SharePoint, Teams, Jira, Smartsheet)
  • Certifications such as ITIL, CAPM, or Scrum Master
