Generate Capital aims to provide power to large load customers through a combination of on-site power and grid-connected solutions. As the Policy and Engagement Manager, you will support regional and state-level policy and regulatory strategy in core geographies, with an initial focus on SPP and ERCOT. You will integrate regulatory expertise into Generate’s commercial strategy and help shape policy outcomes.

What you will be doing at Generate Capital as the Manager, Policy and Engagement:

  • Establish policy priorities and engagement strategies to advance Generate’s interests across state and ISO/RTO markets in partnership with VP, Policy & Market Development

  • Monitor and translate policy updates (FERC and PUC filings, state legislation, and RTO/ISO initiatives) into strategic guidance for internal teams, such as Origination, Development, and Interconnection

  • Represent Generate in policy forums and regional trade groups to advocate for favorable policy outcomes

  • Ensure key policy outcomes in core geographies (initially SPP and ERCOT) reflect and protect Generate’s commercial priorities

  • Coordinate the work of consultants, lobbyists, and other external resources as needed to ensure timely and actionable outputs that help advance Generate’s commercial priorities

  • Partner with Origination, Market, Development, and Interconnection teams on interconnection strategy development and execution for large load customers

  • Interface with utilities, transmission owners, ISOs/RTOs, and regulators to advance projects efficiently

  • Partner with internal teams to develop and execute robust community engagement plans that support Generate’s infrastructure goals and local community needs

Candidate qualifications & core characteristics:

  • 5+ years of experience energy policy or market strategy focused on electricity industry

  • Prior experience at one or more of:

    • Independent Power Producers or power developers

    • Utilities or transmission owners

    • ISO/RTOs

    • A data center developer

  • Experience engaging directly with utilities and grid operators, with preference for experience with SPP and/or ERCOT

  • Experience with wholesale market design, regulatory structures, and interconnection processes, including ERCOT and/or SPP

  • Experience navigating PUCs, ISO/RTO initiatives, and administrative proceedings

  • Experience in coalition-building, thinking strategically to develop a course of action to achieve policy objectives and persuading stakeholders to follow it

  • Ability to clearly and succinctly convey risks and opportunities posed to a business and broader market by complex and evolving regulatory constructs and political dynamics

  • Demonstrated ability to balance policy goals with business priorities

  • Experience managing consultants, lobbyists, and external advisors to support achieving business objectives

Generate’s compensation packages are dependent on the facts and circumstances of each case. Salary decisions take into account a wide variety of factors including, but not limited to: skill sets, experience and training, licensure and certifications, geographic location, and other business and organizational needs. A reasonable estimate of the base salary range for this role is $140,000 - $160,000 In addition, the compensation package may include a discretionary bonus and other benefits, including health care benefits, retirement benefits, benefits permitting paid days off (including sick leave, parental leave, and paid time off or vacation benefits), and other benefits that must be reported for federal tax purposes. It is not typical for an individual to be hired at the top of this range.
