Job Description

Role Overview

We are seeking an Assistant Cost Manager to support the delivery of cost management services for large-scale advanced manufacturing and high-tech facility projects. This role will be involved in both Mechanical, Electrical & Plumbing (MEP) and Civil, Structural & Architectural (CSA) scopes, assisting with cost planning, procurement, contract administration, and financial reporting throughout the project lifecycle.

This is an excellent opportunity for a developing cost professional to gain exposure to complex manufacturing facilities, mission-critical environments, and fast-track construction projects while working alongside experienced cost and project management teams.

Key Responsibilities

Cost Planning & Estimating

  • Assist in the preparation of cost estimates, feasibility studies, and cost plans throughout various project stages.
  • Support cost benchmarking, quantity take-offs, and cost analysis activities.
  • Assist with value engineering exercises and cost optimization initiatives.
  • Monitor project budgets and track expenditure against approved cost plans.

Procurement & Tendering

  • Assist in the preparation of tender documentation and procurement packages for CSA and MEP works.
  • Support tender evaluations, commercial assessments, and recommendation reports.
  • Liaise with contractors, suppliers, and consultants during procurement activities.
  • Assist in maintaining procurement schedules and tender registers.

Post-Contract Cost Management

  • Support the management of variations, change orders, and contract administration activities.
  • Review contractor claims and assist with the valuation of work completed.
  • Maintain cost reports, variation logs, and project financial records.
  • Assist with final account preparation and project close-out activities.

Cost Reporting & Financial Control

  • Prepare regular cost reports, cash flow forecasts, and financial updates.
  • Monitor project commitments and expenditure against approved budgets.
  • Assist in identifying cost risks, trends, and potential budget variances.
  • Support monthly financial reporting and cost reconciliation exercises.

Project & Stakeholder Coordination

  • Work closely with project managers, engineers, consultants, and contractors to support project delivery.
  • Participate in design, procurement, and site coordination meetings.
  • Assist in ensuring commercial alignment between CSA, MEP, and project delivery teams.
  • Maintain accurate project documentation and commercial records.

Governance & Compliance

  • Support compliance with project controls, governance procedures, and reporting standards.
  • Assist with audits and commercial reviews when required.
  • Ensure cost management documentation is maintained accurately and in accordance with company requirements.

Qualifications

  • Bachelor's Degree in Quantity Surveying, Cost Management, Construction Management, Engineering, or a related discipline.
  • 2–5 years of experience in quantity surveying, cost management, or commercial management roles.
  • Experience supporting construction projects involving CSA and/or MEP works.
  • Exposure to advanced manufacturing, semiconductor, industrial, pharmaceutical, data centre, or mission-critical projects is highly advantageous.
  • Previous experience within a cost consultancy, project management consultancy, contractor, or client-side environment is preferred.

Skills & Competencies

  • Basic understanding of pre-contract and post-contract cost management practices.
  • Knowledge of construction cost planning, procurement, and contract administration.
  • Strong analytical and numerical skills.
  • Proficiency in Microsoft Excel and cost management tools (e.g. CostX or equivalent is an advantage).
  • Strong communication and stakeholder management skills.
  • Ability to work effectively in a fast-paced project environment.
