Job Summary

Location: Hybrid (3–4 days per week), preferably in a major hub city (Chicago, Toronto, New York, San Francisco, Vancouver — other cities considered)
The Opportunity
TYLin is seeking a North America Region Counsel – Complex Contracts to serve as a senior legal advisor supporting complex infrastructure projects and alternative delivery models across North America.
Reporting to the Region Chief Counsel – North America, this role partners closely with regional business leaders to enable responsible growth through practical, risk-balanced legal guidance. The successful candidate will independently lead high-impact contracting matters, provide strategic counsel on complex pursuits, and contribute to strengthening regional contracting standards and processes.
The scope of this role may expand based on the experience and capabilities of the selected candidate, including broader regional initiative leadership, mentorship, and participation in strategic LCR programs.

Responsibilities & Qualifications

What You'll Do:

Complex Contract Leadership

  • Lead negotiation, drafting, and structuring of complex infrastructure agreements, including design-build, IPD, PPP, joint ventures, and teaming arrangements.

  • Advise on major pursuits and high-risk projects, providing commercially grounded risk assessments during the proposal phase.

  • Structure risk allocation and support development of insurance strategies aligned with project needs.

  • Independently manage legal issues across the full project lifecycle — from bid through execution and close-out.

  • Participate in key client negotiations and partnering discussions as the legal representative.

Business Partnership & Advisory

  • Serve as a trusted legal advisor to regional business and project leaders.

  • Provide clear, practical, and solutions-oriented guidance that balances legal rigor with commercial priorities.

  • Identify material legal, regulatory, and contractual risks and advise stakeholders on appropriate mitigation strategies.

  • Escalate high-exposure matters appropriately and support informed decision-making.

Risk Management & Dispute Support

  • Support claims avoidance strategies on active projects.

  • Manage and coordinate claims, disputes, and litigation in collaboration with internal stakeholders and external counsel.

  • Monitor relevant legal and regulatory developments affecting infrastructure and construction contracting and advise regional teams accordingly.

Operational Excellence & Process Improvement

  • Develop and refine contracting templates, guidance materials, and playbooks to improve consistency, scalability, and efficiency.

  • Contribute to harmonization of contracting processes and standards across North America.

  • Drive disciplined documentation, issue tracking, and effective use of LCR systems and tools.

  • Support adoption of legal technology and process enhancements to strengthen service delivery.

Strategic & Regional Contribution (Scope Based on Experience)

Depending on experience and demonstrated capability, this role may also:

  • Contribute to refinement of regional contracting standards and governance practices.

  • Lead or support high-impact regional initiatives related to risk optimization, contracting modernization, or operational scalability.

  • Serve as a senior interface on complex matters requiring executive visibility.

  • Mentor and provide guidance to attorneys or LCR professionals within the region.

  • Enables confident execution of complex, high-risk infrastructure projects.

  • Reduces legal, compliance, and operational risk through disciplined contracting and early issue identification.

  • Strengthens consistency and quality of regional legal support.

  • Improves predictability and scalability through standardized tools and processes.

  • Builds business confidence in Legal as a pragmatic and commercially aligned partner.

What You'll Bring:

  • Law degree; active member of a U.S. State or Canadian Provincial bar.

  • 9+ years of relevant experience in commercial, project, or infrastructure counsel roles (in-house and/or private practice). Candidates with deeper experience may be considered for expanded scope and responsibility.

  • Demonstrated expertise negotiating complex construction and alternative delivery contracts.

  • Proven ability to independently manage high-impact matters with minimal oversight.

  • Strong commercial acumen and ability to tailor legal advice to business priorities.

  • Excellent communication skills and executive presence.

  • Collaborative mindset with ability to work cross-functionally and across regions.

  • Strong technology orientation and experience with and interest in using Artificial Intelligence (AI) to enhance productivity is desired.

  • Willingness to travel as required.


 

Additional Information

TYLin is committed to pay equity. As part of that commitment, we have provided the base compensation range of $180,000 - $250,000 annually for this position and local market. We recognize that each candidate brings a unique set of skills, experience, education and competencies to the table that will be reflected in our offer. TYLin is proud to offer exciting career development opportunities.
