Our Commercial & SLED delivery practice partners with customers across state and local government, education, and the commercial sector to run secure, well-governed cybersecurity and professional services programs — pairing strong account leadership with the delivery discipline our contracts and customers expect.

Position Overview

True Zero is seeking a Portfolio Manager, Commercial & SLED to own the delivery performance, financial results, growth, and people of a defined market segment. This is a working-leader role: the Portfolio Manager is accountable for a portfolio of customers, contracts, and programs, and serves as the business owner for that segment — responsible for revenue and gross margin, delivery quality and contract compliance, customer relationships, account growth, and the leadership and development of the people assigned to the segment.

The Portfolio Manager is the first-line supervisor for the Program Manager and Project Manager tier within the segment (which in turn supervises delivery staff), and remains partially billable — maintaining 40–50% billable or chargeable utilization while leading the business. The ideal candidate brings a track record of P&L ownership, team leadership, and customer management in consulting, professional services, or government program delivery. This role will be reporting to the Director, Commercial/SLED Services.

Key Responsibilities

  • Segment P&L Ownership: Own revenue, gross margin, and cost performance for the segment; build and maintain the annual operating plan and monthly financial forecasts.
  • Delivery Oversight & Quality: Provide oversight across all programs, projects, and task orders in the segment, ensuring on-time, on-budget delivery and contract compliance.
  • Personnel Leadership: Serve as first-line supervisor for Program Managers, Project Managers, and senior technical staff — performance management, coaching, and development.
  • Customer Relationship Management: Act as a senior point of contact and trusted advisor for customer stakeholders; lead account reviews and quarterly business reviews.
  • Growth & Expansion: Develop and execute a growth strategy for the segment, partnering with Business Development and Capture to qualify and pursue new opportunities.
  • Contract & Financial Compliance: Maintain oversight of contractual scope, funding, staffing, and reporting obligations, partnering with Contracts and Finance.
  • Billable Contribution: Maintain 40–50% billable or chargeable utilization, contributing directly to high-value delivery work and pre-sales scoping.
  • Metrics & Reporting: Maintain a segment performance scorecard and deliver monthly reporting on financial, delivery, growth, and people metrics to leadership.

Qualifications & Requirements

  • Education: Bachelor’s or master’s degree in Engineering, Computer Science, or a related field; equivalent experience considered.
  • Experience: 8–12 years of professional experience, including at least 3 years managing consulting or professional services teams, federal programs, or customer success programs.
  • P&L Ownership: Demonstrated P&L, budget, or portfolio ownership of $3M or more in annual revenue.
  • People Leadership: Demonstrated experience supervising five or more people, including performance management and development.
  • Security Domain Familiarity: Familiarity with security domains — cloud, endpoint, identity, detection and response, risk management, and compliance.
  • Frameworks & Standards: Familiarity with NIST 800-53 and 800-171, CMMC, CIS Controls, and ISO 27001; HIPAA and PCI-DSS for commercial segments.
  • Platform Familiarity: Familiarity with enterprise security platforms such as Tanium, Splunk, CrowdStrike, Cribl, Palo Alto Networks, Zscaler, Elastic, ServiceNow, and NinjaOne.
  • Federal Contracting Knowledge: For federal segments: working knowledge of FAR-based contract types (FFP, T&M, CPFF), CLIN and labor category structures, IDIQ and task order execution, and funding management.
  • Clearance: For federal DoD/IC segments: active or eligible security clearance at the level required by the customer set.
  • Certifications: Experience with project management methodologies and tools; PMP, CISSP, or CISM preferred.
  • Communication: Strong communication, leadership, organizational, and relationship-building skills.
  • Preferred Experience
  • Experience building or scaling a professional services or engineering organization.
  • Prior experience at a Veteran-Owned Small Business or comparable small-business government contractor.
  • Capture and proposal experience, including task order response under IDIQ vehicles.
  • Background in fast-paced consulting, MSSP, or commercial/sled services environments.
  •
