Job Description

    SUMMARY
     
    The Purchasing Compliance Manager is responsible for leading and maintaining a CPSR-compliant purchasing system across all procurement activities, including subcontracted labor, consulting agreements, and Other Direct Costs (ODCs). This role serves as the organization’s subject matter expert on procurement compliance and is accountable for ensuring adherence to Federal Acquisition Regulations (FAR), customer-specific requirements, and internal policies. This position plays a critical leadership role in preparing for, supporting, and sustaining Contractor Purchasing System Reviews (CPSRs), while driving process improvements, strengthening internal controls, and enabling compliant, efficient procurement operations across the enterprise. The Manager will also be responsible for reviewing and approving purchasing files within the organization’s procurement filing system (SpendLogic), ensuring completeness, accuracy, and audit readiness of all supporting documentation.
     
    KEY RESPONSIBILITIES
     
  • Own and maintain a CPSR-compliant purchasing system, ensuring alignment with FAR Part 44 and applicable agency requirements 
  • Lead CPSR readiness efforts, including audit preparation, documentation, mock reviews, and corrective action implementation
  • Establish, implement, and continuously improve procurement policies, procedures, and internal controls 
  • Oversee compliance across all procurement activities, including subcontract awards, modifications, consulting agreements, and ODC purchases 
  • Ensure adequate documentation of competition, price/cost analysis, and fair and reasonable determinations 
  • Provide guidance on sourcing strategies, sole source justifications, and procurement risk mitigation 
  • Partner with Contracts, Growth, Delivery & Finance teams to ensure compliant execution of procurement activities 
  • Develop and deliver training to internal stakeholders on procurement compliance, source selection, and purchasing system requirements 
  • Monitor procurement activities for compliance gaps and implement corrective actions as needed 
  • Serve as the primary point of contact for internal and external audits related to procurement

    SUPERVISORY RESPONSIBILITIES
     
  • This role does not have direct reports 
  • Works closely with the Procurement team and confidently builds strong relationships with internal stakeholders to support compliance objectives and drive alignment across procurement activities

Education and Background

  • Bachelor’s degree required (Business, Supply Chain, Finance, or related field preferred) 
  • Experience
  • 8-10+ years of progressive experience in federal procurement, subcontracts, or purchasing compliance 
  • Demonstrated experience supporting or leading CPSRs with approved purchasing systems 
  • Strong working knowledge of FAR, DFARS, and agency-specific requirements 
  • Demonstrated working knowledge of subcontract administration, including the full lifecycle from pre-award through closeout

  • Deep expertise in CPSR requirements, purchasing system compliance, and audit readiness 
  • Strong understanding of: 
    • Competition requirements 
    • Price and cost analysis 
    • Sole source justifications 
    • Procurement file documentation standards 
    • Experience with ERP systems (e.g., Costpoint) and procurement workflows 
    • Experience using SpendLogic 
    • Ability to translate regulatory requirements into practical, scalable processes 
    •  
      Nice to Have
       
    • Experience with C-SCRM, supplier risk management, or cybersecurity compliance 
    • Familiarity with Smartsheet, Cognos, or similar reporting/automation tools 
    • Professional certifications (CPCM, CFCM, or similar)

Working Conditions

  • Remote with occasional travel (0–10%) 
  • In-office presence and travel will be required to support Defense Contract Management Agency (DCMA) audits and related activities (McLean, VA)
  • Position is expected to operate primarily during standard business hours (9:00 AM – 5:00 PM Eastern), but may require flexibility in time commitment to support audits, critical deadlines, and system implementations 
  • General office environment; work is primarily sedentary with occasional standing/walking
