Leads the enterprise human resources (HR) policy program, including governance, strategy, and transformation. Accountable for the centralized governance model for HR system and local policies, including lifecycle standards, portfolio oversight, policy strategy, and decision support that improve consistency, support compliance, align with labor strategy, and advance a more intuitive, simplified employee and leader experience. Drives transformation of the policy program by reducing complexity and redesigning how policy content is created, governed, communicated, and sustained across the system. Leads development of the policy roadmap in partnership with key stakeholders to align policy priorities with labor relations strategy and business needs. Partners with other teams and governance groups to advance policy priorities in a complex, matrixed environment.Job Description:
The person selected for this role will come on site for work a minimum of 2-3 days a week and should live a commutable distance to either our Emeryville or Sacramento office. This is NOT a remote role.
EDUCATION:
Equivalent experience will be accepted in lieu of the required degree or diploma
- Bachelor’s degree in Human Resources, Business Administration, Public Policy, Healthcare Administration, Communications, or a related field
TYPICAL EXPERIENCE:
- 8 years recent relevant experience
SKILLS AND KNOWLEDGE:
- Progressive responsibility in HR policy, employee relations, labor relations, compliance, HR operations, program management, or a related field, including experience leading complex cross-functional initiatives and enterprise-wide process or policy improvements.
- Advanced knowledge of HR policy governance, lifecycle management, and approval processes.
- Advanced knowledge of labor law concepts, labor strategy, and the impact of collective bargaining on HR policy decisions.
- Strong understanding of the employee experience, operational, compliance, labor relations, and system impacts of policy decisions.
- Strong strategic thinking, judgment, and analytical skills, with the ability to assess tradeoffs, identify risks, and develop recommendations.
- Strong program and project management skills, with the ability to lead multiple high-priority initiatives that simplify policy administration and advance transformation of the program.
- Ability to influence and collaborate effectively across a matrixed organization without direct authority.
- Strong verbal and written communication, facilitation, and stakeholder management skills.
- Ability to bring structure to complex issues and move work forward with sound judgment and attention to detail.
- Ability to navigate ambiguity, balance competing priorities, and maintain momentum in a complex environment.

Pay Range is $126,256.00 to $189,384.00 / annual salary. Emeryville Pay Range is $145,204.80 to $217,796.80 / annual salary.The compensation range may vary based on the geographic location where the position is filled. Total compensation considers multiple factors, including, but not limited to a candidate’s experience, education, skills, licensure, certifications, departmental equity, training, and organizational needs. Base pay is only one component of Sutter Health’s comprehensive total rewards program. Eligible positions also include a comprehensive benefits package.
