Job Description

AECOM is seeking a Program Manager – Procurement to be based in our San Francisco/Bay Area offices. This role will oversee the procurement and administration of large-scale infrastructure contracts delivered through alternative delivery methods. This role is a key part of the integrated project team and will work collaboratively with internal and external stakeholders to ensure procurement activities align with operational, safety, and regulatory standards.

This position is responsible for developing procurement strategies, managing contract compliance, and supporting project timelines through effective planning and execution.

  • Lead procurement, contracting, and support service activities for large-scale Alternative Delivery Contracts.

  • Develop and implement a comprehensive Procurement Plan aligned with client and agency expectations.

  • Collaborate with client executive management to ensure procurement meets operational needs.

  • Engage contractors in pre-award activities including evaluation, negotiation, and feedback.

  • Conduct competitive bidding processes including RFQs, RFPs, public notices, bidder panels, and award recommendations.

  • Manage contract modifications and ensure compliance with scope, budget, and schedule.

  • Supervise procurement staff and oversee contractor, subconsultant, and vendor performance.

  • Identify and mitigate procurement-related risks and delays.

  • Ensure adherence to Federal Railroad Administration (FRA) and Federal Transit Administration (FTA) regulations.

Qualifications

Minimum Requirements

  • BA/BS + 10 YORE or demonstrated equivalency of experience and/or education, including 2 years of leadership

Preferred Qualifications

  • 15 years of construction procurement and management experience

  • Strong understanding of commuter rail transit operator requirements and Federal Railroad Administration and Federal Transit Administration regulatory requirements.

  • Experience with overhead electrified commuter rail transit operations and maintenance requirements including asset lifecycle costs.
