The Opportunity

The Project Cost Controller provides project management support across project initiation, cost management, change management, progress tracking, reporting, and close-out. This role partners closely with project managers to develop and review project plans, estimates, schedules, risks, and contractual requirements. The Project Cost Controller is responsible for building and maintaining cost control and monitoring processes to ensure projects meet schedule and budget objectives. This includes collecting, analyzing, and reporting on cost and project data from key stakeholders (engineering, procurement, construction, and accounting). Overall, this role owns project cost management, including forecasts, forecast accuracy, and incurred cost accuracy.

What you’ll do

  • Review and analyze committed, expended, and forecasted costs for each WBS level against approved budget and approved changes.
  • Coordinate with the Project Team to review data to ensure commitments, schedule requirements, and risk items are accurately represented in the project forecast.
  • Understand the project estimate, scope, and control budget at a proficient level to be able to facilitate and contribute to the project control management of change process.
  • Prepare cost reports; ensure variances incurred, committed, and forecasted costs are properly explained and communicated to the project team.
  • Collaborate with the Project Manager and team to define construction cost tracking based on purchase order items ensuring proper link with schedule.
  • Track use of contingency, management reserve, and approved changes to the project budget.
  • Manage PO commitments including creating and modifying purchase requisitions, processing invoices, and booking monthly commitment-level accruals.
  • Analyze, track, and report project (or contract specific) financial KPIs, and communicate their status to the project team.
  • Contribute to and implement Project Delivery requirements.
  • Participate in project meetings when required; gather, prepare, and analyze data for Quantitative or Qualitative Risk Assessments; ensure risk information is incorporated into the project forecast.
  • Resolve unexpected items or inaccuracies in forecast data.
  • Support the Project Manager by providing financial reporting requirements for bidding, during contract selection and administration of contracts as required.
  • Understand and comply with TC Energy’s document and record retention policies.
  • Identify opportunities for improvement to forecasting and other project cost control methodologies and document as lesson learned.
  • Fully understand and participate in our corporate core values and safety culture.

Minimum Qualifications

  • Post-secondary degree in a related field (e.g., Business, Construction Management, Engineering, or Project Management).
  • 4+ years of Project Controls experience, including integrated cost control, scheduling, and management across lump sum and cost-reimbursable contracts.
  • Strong knowledge of project controls disciplines and how they interface (cost, schedule, risk, estimating, and management of change).
  • Experience with cost control practices on capital projects, including budgeting, forecasting, and change management.
  • Working knowledge of cost engineering principles, including Work Breakdown Structures (WBS), Earned Value Management (EVM), and contingency management.
  • Proficiency in Microsoft Excel (advanced functions, analysis, and data validation) and general Microsoft Office tools.
  • Experience with SAP, specifically WBS management, commitment management, and goods receipts / service entry sheets.
  • Ability to support multiple projects or portfolios and manage competing priorities effectively.
  • Strong verbal, written, and presentation communication skills across all levels of the organization.
  • Collaborative team player with strong interpersonal skills and ability to work across project teams and contractors.
  • Demonstrated problem-solving ability with strong attention to detail, accuracy, and quality of outputs.
  • Ability to work under pressure and deliver actionable analysis to support project decision-making.

Preferred Qualifications

  • Field experience on capital projects.
  • Advanced Microsoft Excel expertise.
  • Experience delivering moderate- to high-risk capital projects across multiple asset types.
  • Experience contributing to or supporting project controls leadership (e.g., assisting a Project Controls Manager or leading workstreams)
  • Direct experience with scheduling and planning with Primavera P6.
  • Direct experience creating and managing construction earned value processes.
