Nakupuna Companies is seeking a Project Management Analyst / Scrum Master to support a multidisciplinary Agile DevSecOps team delivering Informatica data-governance and MuleSoft integration capabilities for NAVSUP Business Systems Center. The individual will provide disciplined Agile facilitation, project analysis, and delivery coordination so the team can convert PWS requirements and Government priorities into transparent, executable, and traceable work. 

The individual will facilitate Scrum and SAFe-like practices; develop and maintain the Agile roadmap, integrated schedule, backlog, dashboards, and project controls in Azure DevOps; coordinate deliverables, risks, dependencies, reviews, and status reporting; and maintain the documentation workflow. The position will work closely with Government representatives, architects, engineers, administrators, cybersecurity personnel, data specialists, and external system stakeholders. Technical and security owners will validate substantive content, and Government officials will retain approval, acceptance, contractual, and funding authority.

  • Facilitate Agile Scrum and SAFe-like delivery activities, including sprint planning, backlog refinement, team coordination, sprint reviews, retrospectives, and program-increment planning support, as applicable to NAVSUP practices. 
  • Develop and maintain the Agile Project Roadmap with the team, including the project scope, prioritized epics and features, integrated master schedule, major milestones and dependencies, PWS-aligned work breakdown structure, resource plan, communications plan, risk-management approach, quality-management approach, change-control process, and configuration-management approach. 
  • Administer the NAVSUP Azure DevOps backlog by decomposing PWS requirements and deliverables into epics, features, user stories or product backlog items, tasks, and defects while maintaining bidirectional traceability to the governing PWS sections and deliverables. 
  • Maintain current work-item ownership, estimates, remaining effort, status, start and finish dates, dependencies, acceptance criteria, risks, and approval status; configure dashboards and queries for burn-down, milestones, deliverables, blocked work, and risk visibility; and prepare required baseline and monthly ADO exports. 
  • Coordinate work across Informatica, MuleSoft, AWS, database, testing, cybersecurity, documentation, training, and sustainment activities; identify cross-team dependencies and impediments; maintain action and decision records; and elevate issues promptly with recommended options. 
  • Maintain the integrated deliverable schedule and review calendar; coordinate owners, contributors, acceptance criteria, draft and final reviews, comment resolution, resubmissions, and Government acceptance records without assuming Government approval authority. 
  • Prepare the Monthly Status Report and supporting management data, including staffing, accomplishments, completion status, forecast dates, travel, issues and recommended solutions, plan or schedule changes, overdue Government dependencies, staffing adequacy, knowledge-transfer activity, property status, onboarding, certifications, and required training; coordinate invoice support with authorized contracts and billing personnel. 
  • Maintain project risks, issues, assumptions, dependencies, changes, configuration-control actions, and lessons learned; assess schedule and delivery impacts; facilitate mitigation planning; and keep the risk register and related project-management documentation current. 
  • Interview technical and cybersecurity subject-matter experts and develop, edit, organize, trace, and maintain required documentation, including plans, installation and configuration guides, integration runbooks, API specifications, OpenAPI/Swagger artifacts, security evidence, architecture diagrams, backup and recovery materials, training products, governance guides, and configuration records; ensure responsible owners validate technical content. 
  • Manage document and knowledge repositories in Azure DevOps and associated wikis, including version history, templates, links, review status, publication, and traceability among requirements, work items, evidence, and deliverables. 
  • Coordinate training and knowledge-transfer schedules, materials, demonstrations, recordings, attendance records, reports, FAQs, action items, and documentation updates so NAVSUP personnel receive current and maintainable operating information throughout the period of performance. 
  • Performs other related duties as assigned.

In addition to being able to confidently perform the above job duties, the candidate should demonstrate the following: 

  • Agile Delivery / Scrum - Applies servant-leadership practices, facilitates productive ceremonies, coaches the team on flow and commitments, supports capacity-based planning, and helps the team continuously improve without assuming the Government Product Owner role. 
  • Project Analysis / Controls - Builds usable roadmaps, schedules, work breakdown structures, metrics, dashboards, risk registers, and decision-ready analyses; recognizes emerging schedule, staffing, dependency, quality, and scope concerns early. 
  • Communication / Facilitation - Leads focused working sessions, elicits clear decisions and acceptance criteria, translates between technical and nontechnical stakeholders, documents outcomes, and follows through on commitments and unresolved actions. 
  • Deliverable / Documentation Quality - Maintains disciplined traceability, version control, review workflows, accessibility, and deadline management; turns subject-matter input into clear products while ensuring technical owners validate substantive content. 
  • Teamwork / Judgment - Creates accountability without relying on formal authority, removes impediments where possible, escalates issues constructively, protects role boundaries, and supports a collaborative relationship with Government and contractor stakeholders. 

Education and Experience: 


Education: A bachelor's degree in project management, business administration, information systems, computer science, technical communication, or a related field is preferred; an equivalent combination of education and directly relevant experience may be considered. 


Required experience: The candidate must be able to demonstrate the following: 

  • 3 years of demonstrated experience serving as a Scrum Master, Project Management Analyst, Project Coordinator, or similar delivery role on software, cloud, data, systems-integration, cybersecurity, or other technical programs. 
  • Hands-on experience administering Agile work in Microsoft Azure DevOps or a comparable tool, including work-item hierarchies, backlogs, iteration planning, queries, dashboards, dependencies, acceptance criteria, and requirements-to-deliverable traceability. 
  • Experience translating contractual or program requirements into roadmaps, integrated schedules, work breakdown structures, epics, features, user stories or product backlog items, tasks, milestones, and measurable completion criteria. 
  • Experience facilitating sprint planning, backlog refinement, reviews, retrospectives, cross-functional working sessions, and stakeholder coordination while identifying and resolving impediments and dependencies. 
  • Experience with project controls and reporting, including schedule management, deliverable tracking, risk and issue management, action and decision logs, change control, configuration control, status reporting, and performance metrics. 
  • Strong technical writing, editing, organization, facilitation, and communication skills, with experience coordinating complex technical deliverables and obtaining content validation from engineering, cybersecurity, and other subject-matter experts. 

Preferred experience: The following experience will strengthen the candidate's fit for this role: 

  • Experience supporting Agile DevSecOps delivery involving AWS or AWS GovCloud, enterprise platforms, APIs, data governance, data integration, automated testing, RMF/ATO, or sustainment operations. 
  • Experience developing or managing Government technical deliverables, monthly status reports, invoice-support documentation, review-comment matrices, controlled repositories, and audit-ready traceability. 
  • Experience producing or coordinating technical plans, procedures, runbooks, architecture or process diagrams, training materials, and knowledge-transfer records. 
  • Prior experience supporting the Department of Defense, Department of the Navy, NAVSUP, or another regulated Government technology environment. 
  • Proficiency with Microsoft Project, Excel, PowerPoint, Visio, SharePoint or Flank Speed, and reporting or visualization tools used to supplement Azure DevOps project controls. 

Certifications: 

Required:  

  • Current DoD 8140.03 IAT Level II baseline certification at the start of performance: CompTIA Security+ CE or a PWS-listed substitute (CCNA, CySA+, GICSP, GSEC, or CND).  
  • Certification as a Certified ScrumMaster (CSM) or Professional Scrum Master (PSM), along with a Scaled Agile Framework (SAFe) certification, desired. 

Clearance and access: This position requires U.S. citizenship and the ability to obtain and maintain the favorable background investigation at the T3 level, CAC, SAAR, Government accounts, mandatory training, and system access required by NAVSUP.  

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $130,000.00 to $142,000.00 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies total compensation package for employees.
