About the Role
We are seeking an experienced, dynamic Project Manager to oversee the execution, implementation, and modernization of high-visibility Scheduling Event Bus Platform within the Department of Veterans Affairs (VA) environment. This platform serves as a mission-critical infrastructure enabling over 300 enterprise applications where appointment events can be seamlessly created, routed, synchronized, monitored, and managed through modern event-driven workflows, supporting millions of federal stakeholders and Veterans.
In this high-visibility role, you will lead cross-functional delivery teams in an Agile / SAFe environment, working directly with the Department of Veterans Affairs (VA), and federal stakeholders. The ideal candidate will bridge the gap between complex engineering workflows (including DataOps, Artificial Intelligence, and Low-Code/No-Code solutions) and client strategic objectives, ensuring strict compliance with federal regulations, data standards, and robust service-level agreements (SLAs).
RESPONSIBILITIES
- Project Planning & Agile/SAFe Execution: Develop, execute, and continuously update agile project plans and Contractor Project Management Plans (CPMP), including detailed schedules, milestones, risks, sprint metrics, and resource forecasts. Lead Agile ceremonies (Sprint Planning, Daily Stand-ups, Backlog Refinement, Sprint Demos/Retrospectives, and Program Increment (PI) planning) to ensure synchronized delivery.
- Event-Driven Platform Delivery & Modernization: Drive the successful delivery and modern sustainment of the Scheduling Event Bus infrastructure. Work alongside engineering teams leveraging modern DevSecOps pipelines, Infrastructure as Code (IaC), cloud-native architectures (AWS GovCloud), containerized environments (EKS), and advanced tools like Kafka and Appian. Foster high-velocity project roadmaps powered by Spec-Driven Design, ensuring comprehensive technical specs translate into rapid, AI-assisted deliverables.
- Stakeholder & Customer Engagement: Serve as a primary operational point of contact to client leaders, Contracting Officer Representatives (CORs), and technical leadership. Maintain a deep understanding of operational contexts, workflows, and unique challenges to deliver solutions in a consultative manner that meets the business needs.
- Risk, SLA & Quality Management: Identify potential project risks and establish mitigation strategies promptly. Monitor program performance against baselines, KPIs, and strict SLAs with near-zero tolerance for mission-critical service disruption. Ensure the quality of software and data-centric implementations by adhering to strict federal security/data guidelines and thorough testing/validation processes.
- Compliance & Governance: Work with technical leadership to deliver high-quality software and data-centric solutions that adhere to Federal regulations and agency standards (including FAR, FISMA, NIST, HIPAA, VA Directive 6500, Technical Reference Model (TRM), and Zero Trust controls). Oversee RMF lifecycle activities, ATO management, continuous monitoring, and POA&M tracking.
- Team Leadership & Performance: Lead, motivate, and collaborate with cross-functional teams including AI Engineers, Developers, Subject Matter Experts (SMEs), and QA Engineers. Foster effective communication, monitor team performance, and cultivate a culture of continuous improvement and optimized workflows.
- Documentation & Reporting: Generate and present regular project status reports, product briefs, weekly progress reports, cloud cost analytics, and executive dashboards in the approved format to leadership. Ensure detailed project documentation, design specifications, testing plans, and Scrum artifacts are meticulously maintained.

RequirementsQUALIFICATIONS
- 5+ years of experience as a Project Manager, specifically leading complex software development and systems integration projects.
- Demonstrated experience running projects within Agile, Iterative, or SAFe frameworks, with full lifecycle project management responsibilities.
- Highly skilled in driving and managing critical business discussions, including Planning, Scope, Priority, Change Management, and workflow definitions.
- Solid understanding of modern technology paradigms including event-driven architecture, cloud platforms (AWS preferred), low-code/no-code (LCNC) implementations, and data integration concepts.
- Familiarity with AI development workflows, automated toolchains, or data centric solutions and how they apply to real-world workflows.
- Excellent written and verbal communication skills, with proven ability to convert concepts into professional documents, presentation materials, and structured project briefs for both technical teams and non-technical leadership.
- Ability to navigate and thrive in high-pressure, highly regulated, and structured environments such as military or government contracting.
- Strong interpersonal and leadership skills to guide, motivate, and coordinate cross-functional teams.
- Ability to obtain and maintain a Secret Clearance or federal Public Trust clearance as required by the program.
PREFERRED QUALIFICATIONS
- Prior experience directly supporting the Department of Veterans Affairs (VA), or other Federal programs.
- Hands-on experience with modern messaging/streaming platforms used for event routing and synchronization, specifically Apache Kafka.
- Experience with Appian or equivalent enterprise Low-Code/No-Code development platforms.
- Understanding of data fabrics, open data concepts, and real-time enterprise event buses.
- Familiarity with DoD or VA regulations and security frameworks (e.g., FISMA, NIST, RMF lifecycle, ATO processes, TRM, PAL, and PLM frameworks).
- Experience with Spec-Driven Workflows or specification-first methodologies where comprehensive technical specifications serve as the primary implementation driver.
- Professional certifications such as Project Management Professional (PMP), SAFe Agilist, SAFe Program Consultant, or Certified Scrum Master (CSM).
