About the Role:

We are seeking an Exchange Regulatory Business Manager to take end-to-end ownership of regulatory engagement and approval processes across our FSRA regulated exchange business lines, including Spot, Futures, and Options. This is a critical role that sits at the intersection of product, compliance, and regulatory strategy.

Reporting to senior leadership, you will be responsible for understanding product designs from the ground up, preparing regulatory submissions, and negotiating directly with regulators to secure and maintain the necessary approvals for our exchange products and market expansions. You will act as the primary regulatory interface, ensuring that Binance's product roadmap aligns with regulatory expectations while advocating for commercially sound outcomes.

This role requires deep experience in traditional finance, a strong track record of dealing with financial regulators, and the ability to bridge between business teams and regulatory authorities. You will also provide regulatory support to local entities as needed, ensuring consistent standards across jurisdictions.

The candidate is required to work within UAE working hours and willing to travel there as required, and must be bilingual in Chinese Mandarin and English to effectively coordinate with internal stakeholders and regulators.

Responsibilities

  • Take end-to-end responsibility for regulatory approvals and ongoing regulatory engagement with regulators across all exchange markets, including Spot, Futures, and Options.

  • Develop a deep understanding of product designs across exchange business lines, assessing regulatory implications and ensuring compliance by design from the outset.

  • Prepare, submit, and negotiate regulatory filings, product approvals, and policy positions with regulators, securing timely approvals while maintaining constructive regulator relationships.

  • Act as the primary point of contact for regulators on exchange-related matters, managing day-to-day regulatory correspondence, information requests, and ad-hoc queries.

  • Provide regulatory strategy and guidance to product, engineering, and business teams throughout the product lifecycle — from concept and design through to launch and post-launch monitoring.

  • Support local entities and regional teams with regulatory matters as needed, ensuring alignment with global regulatory standards and local requirements.

  • Analyze regulatory technical standards, interpret new and evolving regulations, and translate them into actionable internal requirements and SOPs.

  • Prepare polished, data-backed reports, briefing papers, and presentations for regulators and senior management.

  • Monitor regulatory developments and horizon-scan for upcoming changes that may impact Binance's exchange business, proactively advising senior leadership.

  • Maintain accurate records of all regulatory submissions, approvals, key decisions, and regulator interactions.

Requirements

  • 7+ years of experience in regulatory affairs, compliance, or legal roles within traditional financial institutions (e.g., securities exchanges, clearing houses, investment banks, or financial regulators).

  • Proven track record of directly engaging with and negotiating approvals from financial regulators, ideally including FSRA or comparable regulators (e.g., FCA, SFC, MAS, CFTC).

  • Strong understanding of exchange-traded products and market structures across Spot, Futures, and Options in both traditional finance and digital asset contexts.

  • Deep knowledge of regulatory frameworks governing financial exchanges, including conduct of business, market integrity, clearing and settlement, and client protection rules.

  • Bachelor's degree in Law, Finance, Business, or a related discipline; advanced degree or professional qualification (e.g., LLB, CFA, ACA) is a plus.

  • English and Chinese Mandarin Bilingual
