The Opportunity:
We are seeking an experienced Release and Change Management Lead to support our program with the Department of Veterans Affairs (VA). Our ideal candidate will be responsible for managing software releases and change control processes in a complex federal financial enterprise resource planning (ERP) system environment. This position will play a crucial role in ensuring smooth and controlled software releases while adhering to government standards and processes. Successful candidate will work closely with various teams to coordinate and implement changes effectively.
Responsibilities
Lead end-to-end release management processes, including planning, scheduling, coordination, and deployment across all environments (dev, test, staging, production)
Govern and execute change management activities, ensuring all changes to the operational baseline are properly reviewed, approved, and documented
Manage release calendars and coordinate with cross-functional teams to ensure alignment of deployments with business priorities and system availability windows
Oversee deployment execution, including validation, post-deployment verification, and coordination of rollback procedures when necessary
Ensure all configuration, schema, code, and data changes are properly version-controlled, documented, and synchronized across environments
Coordinate with Agile teams to integrate release activities with sprint cycles, epics, and features in the Integrated Project Schedule
Facilitate release readiness reviews/meetings
Track and report on release status, risks, issues, and dependencies to leadership
Ensure compliance with VA configuration management (CM) processes and standards
Collaborate with teams to ensure successful integration and deployment of system components
Identify and implement process improvements to enhance release efficiency, quality, and predictability
Support incident management related to releases, including root cause analysis and corrective actions
Qualifications:
Required:
Bachelor’s degree in Computer Science, Information Technology, or related field
10+ years of experience in release management, change management, or DevOps in a complex enterprise environment
Experience managing releases for ERP systems (preferably Momentum or similar federal financial systems)
Strong understanding of change management and configuration management processes in a federal environment
Proven ability to manage multiple concurrent releases and priorities
Strong communication skills, with experience interfacing with technical teams and government stakeholders
Desired:
Experience supporting VA systems, Momentum Financials, or federal financial management environments
Familiarity with tools such as Jira, ServiceNow, Azure DevOps, or similar for release and change tracking
Experience working in Agile environments and coordinating with Scrum teams

Pay Range:
There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.
The proposed salary range for this position is:
