The Boeing Company's Enterprise Classified Security (ECS) organization is currently seeking a Security Senior Manager in Arlington, VA to lead our Insider Threat Program reporting to the Vice President, Enterprise Classified Security.
The selected candidate will lead the integration, analysis, and dissemination of security-related intelligence across the enterprise, overseeing the intelligence lifecycle and enabling timely, actionable insights to support business operations, risk management, and strategic decision-making as the Insider Threat Program Senior Official (ITPSO).
Position Responsibilities:
  • Establish and oversee the Insider Threat Program, ensuring it aligns with The Boeing Company's organizational goals and government guidelines
  • Develop and implement comprehensive processes and protocols for identifying, assessing, and responding to insider threats
  • Conduct thorough risk assessments to identify vulnerabilities and insider threat indicators within the organization
  • Design and implement mitigation strategies to reduce insider threat risks, collaborating with Human Resources, IT, Legal, Boeing Enterprise Security and Ethics
  • Ensure that all critical technology protection and insider threat initiatives comply with government regulatory requirements and internal guidelines and all other relevant federal regulations
  • Regularly review and update policies and procedures to reflect best practices and regulatory changes
  • Lead complex security related investigations into suspected insider threats, utilizing advanced analytical tools and methodologies
  • Analyze behavioral patterns and anomalies in employee conduct to identify potential risks
  • Collaborate with Human Resources, Ethics and other offices as appropriate
  • Establish and coordinate enterprise intelligence collection priorities aligned with business objectives, operational risks, and evolving threat landscapes across relevant functions
  • Integrate and synthesize information from multiple internal and external sources to produce clear, relevant intelligence products for senior leadership and key stakeholders
  • Develop and implement processes to streamline intelligence sharing and ensure consistent and timely dissemination across business units and with external partners
  • Develop and implement training and awareness programs for employees and management on recognizing and reporting insider threats
  • Foster a culture of security awareness and vigilance throughout the organization
  • Develop a strategy to share best practices and lessons learned for local security and insider threat offices

Basic Qualifications (Required Skills/Experience):
  • Successfully completed a Tier 5 Investigation (T5), formerly known as a Single Scope Background Investigation (SSBI) by the federal government within the last 5 years, or been enrolled in a Continuous Vetting program within the last 5 years
  • 10+ years of experience with insider threat management, identification of security risks and developing mitigation strategies within the government and/or defense sectors
  • 10+ years of experience working in one or a combination of the following domains: NISP, SAP and/or SCI
  • 5+ years of experience leading and/or managing insider threat programs and teams
  • Experience managing intelligence programs, the intelligence lifecycle, analytic tradecraft, and information sharing frameworks
  • Experience collaborating with leaders effectively and with influence across business units, programs and functions
  • Willing and able to travel up to 25% domestically

Preferred Qualifications (Desired Skills/Experience):
  • Experience with insider threat indicators, behavioral analysis, and risk management
  • Experience with the adjudicative guidelines and federal security protocols
  • Experience with project management in a leadership capacity
  • Experience developing and managing strong relationships with partners (internal & external) and government customers and representatives
  • Relevant certifications such as Certified Counter-Insider Threat Professional, Insider Threat Program Manager Certification and or Certified Threat Intelligence Analyst (CTIA)

Pay is based upon candidate experience and qualifications, as well as market and business considerations.
Summary Pay Range: $207,400 - $280,600
