The Senior Director, IT Applications and Data Strategy will lead the vision, roadmap, and execution for Encoded’s enterprise applications and data capabilities, with an emphasis on enabling practical, secure, and scalable AI capabilities across the business. As a strategic, business-facing IT leader, you will partner closely with stakeholders across the organization to build a streamlined, integrated application and data ecosystem that supports company growth, operational rigor, and decision-making in a regulated life sciences environment. This role will oversee technical resources, platforms, data architecture, integrations and analytics while identifying high-value opportunities to apply automation and AI in ways that improve productivity, insight generation, and user experience.

Key Responsibilities
  • Application strategy & portfolio leadership: Lead the multi-year strategy and roadmap for Encoded’s applications across all business functions.  Work closely with stakeholders to rationalize the existing portfolio, minimizing functional duplication and consolidating on core platforms.
  • Business partnership & solution delivery: Partner with functional leaders to understand priorities, translate business requirements into scalable technology solutions, and deliver implementations and enhancements that improve process efficiency, control, and user experience.
  • Data strategy & architecture: Establish and evolve Encoded’s data strategy, including data architecture, master data, data lifecycle management, interoperability, reporting, and access controls.
  • Analytics & decision support: Lead the development of dashboards and reporting capabilities that enable timely, high-quality insights for operational, financial, and strategic decision-making.
  • Systems integration: Oversee the design and evolution of integrations, connecting enterprise applications, data sources, and workflows across the organization.
  • Regulated systems enablement: Partner with GxP teams to ensure enterprise applications and data processes support regulated operations.
  • AI capabilities enablement: Identify, prioritize, and enable practical AI and automation use cases across business functions, with emphasis on productivity, workflow acceleration, knowledge access, reporting, and decision support, while aligning solutions to business value and risk tolerance.
  • Data governance, security & compliance: Define governance practices for data quality, stewardship, access, retention, and control documentation; partner with IT Security, Legal, Compliance and Quality stakeholders to align with privacy, SOX, and GxP-related requirements.
  • Vendor & platform management: Lead relationships with software vendors, implementation partners, and managed service providers; manage budgets, roadmaps, delivery quality, and platform performance.
  • Operating model & team leadership: Build and lead a lean, high performing team of FTE and consulting resources.
  • Change leadership: Drive adoption of new platforms and capabilities through strong communication, stakeholder alignment, training, and change management, ensuring technology investments translate into measurable business outcomes.

Requirements
  • BS in Information Systems, Computer Science, Engineering or a related field, or commensurate work experience.
  • 12+ years of progressive IT leadership experience, including responsibility for enterprise applications, data strategy, and cross-functional technology delivery in a life sciences environment.
  • Demonstrated success leading enterprise application portfolios that include ERP, HRIS, quality, regulatory, clinical, manufacturing and research platforms; experience implementing medical and commercial platforms strongly preferred
  • Experience developing data and analytics strategies, including data architecture, data governance, reporting, and scalable delivery of trusted business insights.
  • Technical expertise in platforms including Veeva (Quality, Regulatory, Clinical, Medical, Commercial Vaults), NetSuite (Financials and Supply Chain/Mfg), Coupa (procurement and CLM) and Benchling (research LIMS)
  • Experience identifying and enabling AI and automation use cases in an enterprise setting, with sound judgment regarding governance, risk and responsible adoption.
  • Proven ability to engage effectively with executive stakeholders and translate business strategy into technology roadmaps, investment priorities, and measurable outcomes.
  • Strong program and project delivery skills across business analysis, solution design, implementation, validation, release management, training, and organizational change management.
  • Track record of building, mentoring, and scaling high-performing internal teams and external partner ecosystems.
  • Excellent communication, collaboration, and prioritization skills, with the ability to work effectively across technical and non-technical audiences in a fast-paced biotech environment.
  • Experience with modern BI, data warehousing and analytics capabilities.
  • Experience scaling applications and compliance from clinical to commercial
  • Strong understanding of regulatory compliance requirements, including GxP, privacy and SOX; public company experience a plus
  • This is a hybrid position with some onsite time at the Encoded headquarters in South San Francisco expected.

For candidates based in the SFBA area, the salary range for this position is: $250,000 to $280,000.

For candidates based outside the SFBA area, the salary range is 230,000 to 260,000.

Relocation has not been budgeted for this role.

Encoded considers a variety of factors when determining base compensation, including experience, qualifications, internal equity and geographic location. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives, paid time off, and a benefits package.
