Position Summary

The Senior IT Program Manager is a strategic leadership role within the Technology & Data Analytics (ITDA) organization, responsible for overseeing the successful delivery of complex technology, data, analytics, and business transformation initiatives. The role provides end-to-end leadership across the project lifecycle while supporting portfolio governance, prioritization, capacity planning, executive reporting, organizational change management, and business readiness activities.

Working closely with executive sponsors, business leaders, technology teams, and external partners, the Senior IT Program Manager ensures initiatives align with organizational priorities, deliver measurable business value, and contribute to the successful execution of the overall Technology & Data Analytics portfolio. As a senior leader within the PMO, the role provides mentorship, delivery leadership, and strategic guidance across the project management community while driving consistency, accountability, and delivery excellence across the portfolio.

Duties & Responsibilities

Strategic Leadership

  • Lead complex technology, data, analytics, and business transformation initiatives with significant organizational impact.

  • Partner with business and technology leaders to align programs and projects with strategic objectives and investment priorities.

  • Develop and present program, portfolio, and governance recommendations to executive leadership and steering committees.

  • Provide leadership on prioritization, delivery strategy, resource planning, risk management, and portfolio optimization.

  • Promote project management best practices, delivery excellence, and continuous improvement across the portfolio.

  • Stay informed of emerging trends and industry best practices in project management, organizational change management, technology, and data & analytics.

Portfolio Governance & Planning

  • Support governance and oversight of the Technology & Data Analytics project portfolio.

  • Facilitate project intake, prioritization, annual planning, roadmap development, and portfolio review processes.

  • Monitor portfolio performance, resource capacity, dependencies, risks, and overall delivery health.

  • Identify and manage cross-functional impacts, resource constraints, competing priorities, and portfolio-level risks.

  • Develop executive dashboards, portfolio reporting, governance materials, and strategic recommendations.

Program & Project Delivery

  • Lead multiple concurrent programs and projects from initiation through implementation and closure.

  • Develop and maintain project plans, schedules, budgets, resource plans, governance structures, and reporting frameworks.

  • Manage scope, timelines, quality, financials, risks, issues, dependencies, and deliverables.

  • Coordinate cross-functional business, technology, data, analytics, and vendor teams to achieve agreed outcomes.

  • Ensure appropriate governance, controls, and quality standards are applied throughout the delivery lifecycle.

  • Drive successful execution of strategic initiatives while maintaining stakeholder alignment and delivery commitments.

PMO Leadership & Delivery Excellence

  • Act as a senior leader within the PMO, providing guidance, coaching, and mentorship to project managers and delivery teams.

  • Foster collaboration, consistency, and knowledge sharing across the project management community.

  • Lead portfolio-level planning, delivery reviews, lessons learned, and continuous improvement initiatives.

  • Promote adoption of project management standards, governance processes, tools, templates, and methodologies.

  • Support the development and maturity of PMO capabilities, reporting practices, and delivery frameworks.

  • Champion a culture of accountability, innovation, customer focus, and delivery excellence.

Business Readiness & Change Management

  • Partner with business stakeholders to develop change management, communications, training, and adoption strategies.

  • Ensure business readiness activities are integrated into project delivery plans.

  • Coordinate stakeholder engagement and organizational change activities across impacted teams.

  • Support successful transition of projects into operational support and business ownership.

  • Monitor adoption, benefits realization, and achievement of intended business outcomes.

Stakeholder & Financial Management

  • Build and maintain strong relationships with executive sponsors, business leaders, technology leaders, and external partners.

  • Facilitate steering committees, governance forums, and executive decision-making sessions.

  • Communicate portfolio, program, and project status, risks, issues, and recommendations to stakeholders at all levels.

  • Support project budgeting, forecasting, vendor management, and financial oversight activities.

  • Contribute to portfolio-level workforce planning, capacity management, and financial planning processes.

Qualifications

  • Bachelor's degree in Business, Information Technology, Engineering, Data & Analytics, or related discipline.

  • PMP certification required; PgMP, PRINCE2, Agile, SAFe, Prosci, or equivalent certifications considered an asset.

  • 10+ years of progressive project and program management experience leading large-scale, complex technology and business initiatives.

  • Demonstrated experience overseeing multiple concurrent programs and supporting enterprise project portfolios.

  • Experience delivering technology modernization, enterprise applications, digital transformation, data, analytics, AI, or business transformation initiatives.

  • Strong understanding of portfolio governance, strategic planning, prioritization, capacity management, and executive reporting.

  • Experience managing executive stakeholders, steering committees, governance boards, and cross-functional leadership teams.

  • Proven experience leading organizational change management, business readiness, communications, and adoption activities.

  • Strong financial management, budgeting, forecasting, vendor management, and business case development capabilities.

  • Exceptional leadership, communication, negotiation, facilitation, presentation, and stakeholder management skills.

  • Demonstrated ability to influence outcomes, drive alignment, and lead through complexity and ambiguity.

  • Strong understanding of technology delivery methodologies, data platforms, analytics environments, and enterprise transformation practices.
