 SAIC is seeking a qualified Command, Control, Communications, Computers/Information Technology (C4/IT) Engineer to join our team and provide critical support to Marine Corps Installation Command (MCICOM) Defense Policy Initiative (DPRI) Pacific Posture Military Construction (MILCON) efforts in Guam, Tinian, and Darwin. The ideal candidate will bring extensive, recent experience in providing technical support to project teams and ensuring planning and design efforts meet U.S. Marine Corps (USMC) C4/IT mission capability requirements for each facility within the MCICOM-DPRI framework and/or Naval Information Warfare Center (NIWC) Pacific (PAC) Code-H operations.

*THIS IS A FULLY REMOTE ROLE BUT MUST BE LOCAL TO GUAM*

The responsibilities for this position include serving as a technical representative and subject matter expert (SME) by providing on-site assessments and answers to Requests for Information; reviewing and commenting on various MILCON C4/IT infrastructure technical planning and design documents; translating operational requirements; managing and adjudicating conflicts; and collaborating with Project Requirements Team Lead, Project Liaisons, and stakeholders to assess and respond to Requests for Information (RFIs) and Requests for Change (RFCs). Additional duties include reviewing MILCON planning documents and participating in design reviews, technical and programmatic meetings, and workshops.

JOB DUTIES:

  • Apply technical understanding proficiency of C4/IT Department of War (DOW) systems, to include but not limited to unclassified and classified networks, telephony, Electronic Security Systems, audio/visual local presentation, unclassified and classified video conferencing, C4/IT physical security, and radio frequency systems.
  • Review and assess technical project documents and perform project duties in alignment with MILCON timelines and process workflows.
  • Coordinate with C4/IT Project Requirements Lead, C4/IT Project Liaisons, and executing agent technical engineering team to ensure operational requirements are properly translated to engineering solutions and ensure successful delivery of technical requirements.
  • Lead adjudication processes for conflicts, issues, or RFIs during system planning, design, and installation process.
  • Perform accurate and timely reviews of project-level technical documentation and provide assessments as required.
  • Review, validate, and comment on technical RFIs and RFCs, and provide breakdown assessments and recommendations on how to proceed. Coordinate with Requirements Team Lead, Project Liaisons, external stakeholders, etc. to obtain satisfactory closure.
  • Assist in gathering, collecting, and assessing information for technical reporting and data calls.
  • Identify process flow deficiencies and provide recommended solutions and guidance as needed.
  • Support MILCON planning document reviews, such as Activity-Level DD Forms 1391, Program Final DD Forms 1391, MILCON planning reports, Basic Facility Requirement documents, workshop technical workbooks, etc.
  • Participate in all DPRI-led and/or U.S. Naval Facilities Command (NAVFAC) PAC-led facility planning, design, and installation meetings and workshops, and serve as the DPRI C4/IT Technical Representative. Also participate in C4/IT execution agent design reviews, milestone events, etc. to provide DPRI program-level validation and serve as the DPRI C4/IT Technical Representative.


ADDITIONAL INFORMATION:

  • This position requires a self-motivated individual capable of managing multiple projects, priorities, and inputs within a functionally matrixed organization, all with minimal supervision.
  • The candidate must demonstrate the ability to independently plan and schedule work activities to ensure timely delivery of work products.
  • This position requires direct interaction with customers and demands performance that is highly detail-oriented and aligned with strict, time-critical deadlines.
  • A working knowledge of Military Construction Team Planning, Programming, Process (MTP3) applicable to the Navy and Marine Corps is beneficial for this position.
  • The candidate must possess thorough knowledge and demonstrated experience using software systems and databases, including Microsoft Outlook, SharePoint, and Teams.
  • The candidate must demonstrate the ability to exercise independent judgment while managing multiple, diverse projects simultaneously.
Qualifications

REQUIREMENTS:

  • Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience
  • Must be a U.S. Citizen
  • Must have an Active Secret clearance to start.
  • Five (5) years of experience in the planning, design, installation and integration of electronics systems into MILCONs.
  • Five (5) years of experience in the integration and installation of information systems, electronic security systems, communication systems, configuration management, and control systems.
  • Two (2) years of experience with DOD design or installation projects.

DESIRED SKILLS:

  • USMC experience in a communication/electronic military occupational specialty is a plus.
  • A working knowledge of the Naval Information Warfare Center’s (NIWC) Shore Installation Process Handbook (SIPH) guidance.
  • The candidate must demonstrate excellent attention to detail, a strong work ethic, a willingness to learn on the job, exceptional written and verbal communication skills, and the ability to adapt to constantly changing priorities and tasks.
