The Senior Program Manager, IT Program Management Office is responsible for leading Voyager’s enterprise IT program portfolio, driving project management, designing the IT roadmaps and resourcing plans, shaping data strategy and architecture, and driving governance, compliance, and cross-company technology delivery at scale.

This position reports to the Chief Information Officer (CIO) and is part of the Information Technology organization. In this role, the essential functions are: 

• Lead the IT PMO function, establishing and maturing program management frameworks, governance structures, and delivery standards across Voyager’s enterprise IT portfolio, ensuring programs are on time, on budget, and aligned to strategic objectives

• Develop and own Voyager’s data strategy and architecture, partnering with business unit and technical leaders to define data governance frameworks, data infrastructure standards, and a long-term data roadmap that enables enterprise decision-making and operational scalability

• Drive end-to-end program and project management for IT initiatives across Voyager’s business units, managing scope, schedule, risk, and stakeholder alignment throughout the lifecycle

• Serve as the primary cross-functional integrator for concurrent IT initiatives spanning multiple business units, subsidiaries, and external partners, proactively managing interdependencies, escalating risks, and maintaining enterprise-wide delivery coherence

• Lead IT governance and compliance efforts, including policy development and audit readiness ensuring the IT organization operates at the appropriate maturity and regulatory posture

• Partner closely with the CIO to develop, communicate, and execute the enterprise IT strategy and roadmap, translating organizational objectives into actionable programs and presenting progress, risks, and recommendations to executive leadership and the board

• Manage strategic vendor relationships, systems integrators, and technology partners supporting enterprise programs, driving performance accountability, SLA compliance, and commercial discipline

• Define and track IT portfolio-level KPIs, OKRs, and program health metrics, delivering executive grade reporting and insights that enable data-driven investment and prioritization decisions

• Build and execute user training guides and employee training programs to ensure the workforce is educated on key IT initiatives, tools, and processes

• Manage cross-functional stakeholder communications to drive alignment and understanding

Basic Qualifications:

• Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, or a related field with 10 years of experience in IT program management, enterprise architecture, or related functions OR Master’s degree with 8 years of experience OR 14 years of experience in lieu of a degree

• 7+ years leading complex, cross-functional IT programs with enterprise-wide scope and C-suite or board-level visibility, including full lifecycle management of multi-workstream initiatives

• Experience driving IT governance, regulatory compliance, or risk management programs

• Proven track record managing enterprise systems implementations, including vendor and integrator management, change management, and organizational readiness

• Executive-level communication and stakeholder management skills, with experience presenting complex technical strategy and program status to C-suite leaders

• 6+ years of experience leading high-performing cross-functional teams and managing matrixed resources across disciplines in a fast-paced, high-growth environment

Preferred Qualifications:

• Demonstrated experience developing or owning data strategy, data architecture, or enterprise data governance frameworks, with the ability to bridge technical and business perspectives

• Experience with Workday HCM, Deltek Costpoint, Netsuite MRP, 3D Experience, or similar enterprise platforms

• Experience driving enterprise change management

• PMP or equivalent program management certification, or demonstrated equivalent experience managing programs of comparable scale and complexity

• Experiencing managing and reporting budgets and cost controls; experience negotiating costs with vendors

Travel, Physical and/or Government Mandated Requirements:

• Travel up to 25%, including the possibility of overnights, to Voyager facilities, partner sites, and customer locations across the United States

• This position requires access to information governed by U.S. export control laws and regulations. Employment is conditioned on the candidate’s ability to comply with all applicable export control requirements, including ITAR.

The good faith base salary range for this role is $140,000 - $175,000 at the time of this posting. Where you fall within the range depends on your experience, skills, and location. This range reflects base salary only and does not include benefits or bonus/incentive. This range may be adjusted in the future.

This position is incentive plan eligible.
