Senior Proposal Manager
Why This is an Exciting Role:
BI&A is seeking a skilled Senior Proposal Manager to join our team and play a pivotal role in the continued growth of our business. This role requires a proven track record of planning and developing winning IC and DoW proposals and an ability to work effectively in high-pressure, fast-paced environments. The ideal candidate will possess strong leadership, organizational, and communication skills, along with a deep understanding of the federal acquisition process.
BI&A's Senior Proposal Manager is responsible for the end-to-end ownership of several simultaneous proposals, working closely with internal teams to develop proposals through the Corporate Business Development and Capture Management Processes. This includes managing the full proposal lifecycle, from pre-RFP planning through submission and award. This role requires demonstrated experience with IC and DoW campaigns including, key market drivers, and evolving trends. Candidates must have the ability to assess RFP requirements, Federal Acquisition Regulation (FAR) requirements, and Other Transaction Authority (OTA) regulations, using these insights to craft differentiated proposal strategies. Candidates must also have the ability to serve in a proposal writer capacity when required. A strong win mentality and competitive drive are essential to develop and execute proposal plans that align with capture objectives.
Key Responsibilities:
• Manage the full proposal lifecycle, from pre-RFP planning through submission and award.
• Develop proposal schedules, compliance matrices, outlines, and writing assignments.
• Facilitate color team reviews and ensure alignment with capture strategies.
• Collaborate with Capture Managers, Technical SMEs, Pricing, Contracts, and Program teams.
• Ensure proposals are compliant with RFP requirements, FAR/DFARS regulations, and corporate standards.
• Oversee the development of proposal graphics, executive summaries, and oral presentations.
• Serve as a mentor, elevating proposal excellence across the organization through sharing best practices and innovative techniques.
• Coach and mentor proposal writers and contributors to strengthen proposal quality.
• Manage proposal tools, templates, and knowledge repositories to improve efficiency.
• Provide executive-level updates and recommendations on proposal progress and risks.
• Interview program and technical staff and SMEs to develop proposal content and artifacts that are compelling and compliant.
• Peer reviewing and editing content provided by others to improve quality.
• Ensure accurate content that is error free and aligned to RFP requirements, capture strategies and best practices.
• Creating slide content and oral briefing scripts, in necessary, in additional to proposal prose.
Experience and Qualifications:
To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:
Required Education and Years of Experience:
  • Bachelor's degree and 20+ years of related experience (additional years of experience may be considered in lieu of a degree).

Required Qualifications:
  • Active TS/SCI clearance is required.
  • Candidates must demonstrate success delivering winning large, complex IC and DoW prime proposals exceeding $100M on single-award deals, including IT services, systems engineering, software development and integration efforts.
  • A strong understanding of federal procurement vehicles and contract types, including IDIQs (single and multi-award), FFP, T&M, and cost-plus structures, is required.
  • Experience in leading proposal development for large programs and a comprehensive understanding of federal acquisition processes in the national security sector are critical.

Summary Pay Range:
Please note that the information shown below is a general guideline only. Pay is based upon candidate experience and qualifications, as well as market and business considerations.
