Role Summary

Cooperdyne Tech is seeking a Senior Technical Program Manager (TPM) to lead complex, cross-team technical programs and ensure delivery stays aligned to business outcomes. In this client-facing role, you will connect strategy to execution, make dependencies and risks visible, and drive consistent delivery practices across multiple workstreams. You are hands-on in Azure DevOps every day—using it to create clarity, improve program hygiene, and keep teams moving from planning through release.

Key Responsibilities
  • Own end-to-end program planning, execution, and status reporting across multiple delivery teams and workstreams

  • Define and maintain program roadmaps, milestones, and dependency maps in Azure DevOps and Portfolio++

  • Facilitate sprint planning, backlog refinement, and capacity planning to ensure realistic commitments and predictable delivery

  • Identify, communicate, and drive resolution of risks, blockers, and cross-team dependencies early

  • Partner closely with product owners, engineering leads, and executive stakeholders to align priorities and delivery plans

  • Establish and scale PMO practices for clients, including delivery ceremonies, work item standards, and clear Definitions of Done

  • Create and maintain executive-facing dashboards, program readouts, and concise status narratives that highlight outcomes and tradeoffs

  • Coach delivery teams on Agile practices, Azure DevOps usage, and program hygiene to improve consistency and transparency

Required Qualifications
  • US Citizen or Green Card holder (required)

  • 5–7+ years of technical program management experience in a US-based environment (required)

  • Proven track record managing enterprise-scale programs across multiple teams with complex dependencies

  • Deep, hands-on experience with Azure DevOps (Boards, roadmaps, iteration planning, and reporting) used as a primary delivery system

  • Strong grasp of Agile frameworks and scaled delivery models; ability to run effective ceremonies and drive continuous improvement

  • Experience building or optimizing PMO functions, standards, and governance from the ground up

  • Excellent written and verbal communication skills with executive presence; able to translate delivery details into clear decisions

  • Ability to operate effectively in ambiguity, manage competing priorities, and navigate organizational complexity

Preferred Qualifications
  • PMP, CSM, SAFe, or equivalent certification

  • Experience with Portfolio++ for roadmap, dependency, and capacity planning

  • Background in healthcare, fintech, or enterprise software environments

  • Experience leading programs in organizations with 20+ development teams

  • Programs have clear roadmaps, milestones, and dependency visibility, with Azure DevOps serving as the source of truth

  • Delivery teams make reliable commitments supported by capacity planning and well-managed backlogs

  • Risks and blockers are surfaced early, owned, and resolved with minimal disruption to delivery

  • Executive stakeholders receive consistent, decision-ready status reporting that reflects outcomes, tradeoffs, and next steps

  • PMO practices and delivery standards are adopted across teams, improving predictability, transparency, and program hygiene
