ABOUT THE ENGAGEMENT (1099):
Splash Financial is seeking an experienced Technical Program Management Consultant to support a set of high-priority product delivery initiatives over a defined contract period. This engagement is focused on assessing, implementing, and delivering specific program management improvements and initiative outcomes, not on ongoing operational ownership or people management.The consultant will partner with product, engineering, design, and operations stakeholders to translate strategic priorities into executable plans, improve clarity and visibility across initiatives, and deliver agreed-upon artifacts and tooling improvements during the contract term.
  • Contract type: 1099 Independent Contractor.
  • Contract duration: 6 months with possibility of extension and/or conversion to FTE.
  • Expected effort: 40 hours/week, schedule determined by consultant.
  • Hourly Rate: $70 - $80.
  • Location: Remote - United States.
This engagement does not include people management or ongoing organizational ownership beyond the contract term.
SCOPE OF WORK:

The consultant will be responsible for delivering the following defined outcomes during the contract period:
  • Lead delivery of assigned cross-functional product initiatives, from initial scoping through launch and post-release evaluation, with a focus on risk identification, dependency management, and execution clarity.
  • Assess the current Product Development Lifecycle (PDLC) and deliver documented recommendations and updated artifacts (e.g., problem statements, business cases, PRDs/requirements, experiment designs, launch plans, post-launch reviews) aligned to agreed goals.
  • Implement and configure the agreed product roadmap and portfolio tooling, including workflows, dashboards, and reporting that connect initiatives to OKRs, milestones, dependencies, and status.
  • Deliver portfolio-level visibility artifacts (dashboards, reports, operating cadences) used by product leadership to review initiative health and OKR progress.
  • Identify execution risks and cross-team dependencies for in-scope initiatives and facilitate decision-making and escalation with stakeholders as needed.
  • Provide documentation and knowledge-transfer materials to enable internal teams to maintain delivered processes and tools after the engagement concludes.
DELIVERABLES:

Expected deliverables may include (final scope confirmed at contract start):
  • PDLC assessment summary and updated templates/artifacts.
  • Configured product roadmap tool with documented workflows and reporting.
  • OKR-aligned portfolio dashboards and status reporting.
  • Risk and dependency tracking artifacts for priority initiatives.
  • Knowledge-transfer documentation for post-engagement sustainability.
QUALIFICATIONS:
  • 6+ years of experience in technical program, project, or delivery management within product-led technology organizations; experience in fintech, financial services, or regulated environments strongly preferred.
  • Demonstrated success leading complex, cross-functional initiatives from ambiguity to launch, with clear examples of managing risk, dependencies, and change.
  • Hands-on experience assessing and improving PDLC/SDLC frameworks and associated artifacts.
  • Strong familiarity with Agile, Kanban, or hybrid delivery models and common tooling (e.g., Jira, Confluence, Asana) plus experience with at least one roadmap or portfolio management tool (e.g., Productboard, Aha!, Jira Align).
  • Comfort working with OKRs, metrics, and executive-level reporting.
  • Excellent communication and stakeholder-management skills, with the ability to operate independently and influence without formal authority.
