General Description

The Vice President of Operations works independently at the professional senior management level.  This position is designated as a position of special trust.  Specific duties include the following:   

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Assigns, supervises and reviews the activities of operations and program management staff.
  2. Develops, plans, and organizes procedures and systems to ensure operational goals are met.
  3. Facilitates positive and productive working relationships between the company, State Boards and agencies, community-based organizations, local units of government, professional and business organizations.
  4. Develops, analyzes, reviews, and updates operating plans and program budgets and makes recommendations concerning relevant issues and priorities consistent with goals, policies and objectives.
  5. Evaluates compiles and presents statistical measures of the effectiveness of programs against desired program objectives.
  6. Analyzes, evaluates and disseminates relevant law, statute, regulation and policy. 

DUTIES RELATED TO OPERATIONS:

  1. Works closely with the Executive Management Team to accomplish the goals and objectives of the strategic plan established by the Board of Directors.
  2. Acts as liaison for Board of Directors committees.
  3. Provides day-to-day leadership and management to staff that embodies the mission and core values of the company.
  4. Responsible for driving the company to achieve and surpass performance measures, business goals and objectives.
  5. Responsible for the measurement and effectiveness of all internal and external operational processes.  Provides timely, accurate and complete reports on the operating condition of the company.
  6. Represents the company at various community activities upon request.  Meets and networks regularly with business leaders and partners in the community.
  7. Spearheads the development, communication and implementation of effective performance strategies and processes.
  8. Collaborates with the management team to develop and implement plans for the operational infrastructure of the systems and processes designed to accommodate the strategic objectives of the organization.
  9. Motivates and leads a high-performance management team; attracts recruits and retains required members of the management team not currently in place; provides mentoring to field staff.
ADDITIONAL DUTIES AND RESPONSBILITIES: 
  1. Represents the company at various meetings and conferences as requested.
  2. Management of in-house and contracted Youth Program services. This includes establishing master contract files, reviewing contract payments, working with staff to ensure compliance with contract guidelines.  
  3. Develops/implements strategies to ensure program monitoring is completed with minimal observations or findings.
  4. 4.    Provides vital information as the EEO Counselor, regarding the EEO process and other processes that may be available to an aggrieved individual.  
  5. Performs other duties as assigned.
Qualifications and Education Requirements:MINMUM QUALIFICATIONS:KNOWLEDGE SKILLS AND ABILITIES: 
  1. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling and coordination of people and resources.
  2. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar.
  3. Knowledge of EFM Data Store (EFMDS), EmployFlorida and One-Stop Service Tracking systems. This includes utilizing these systems to pull and analyze data for federal and state performance.
  4. Knowledge of principles and processes for providing customer and personal services.  This includes customer needs assessment, meeting quality standards for services and evaluation of customer satisfaction.
  5. Knowledge of/ability to understand and apply applicable rules, regulations, policies and procedures specific to policy programs, and federal budgets.
  6. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms and other office procedures and terminology.
  7. Knowledge of arithmetic, especially statistics, and their applications.
  8. Ability to listen to and understand information and present ideas through spoken words and sentences and to communicate information and ideas in speaking so others will understand.
  9. Ability to work independently by planning, organizing and coordinating multiple and complex work assignments within time constraints.
  10. Ability to work effectively in a team environment; maintains a professional working relationship with management, colleagues and other agencies and uses good judgment in recognizing scope of authority.
  11. Computer application skills, working knowledge/experience using Microsoft applications.
  12. Working knowledge of applicable reporting systems for company operations.
EDUCATION/EXPERIENCE:

Bachelor’s degree from an accredited college or university. Five (5) years of full-time increasingly responsible operational management experience in an independent decision-making position required. Sequel and database analytics preferred. Professional or nonprofessional experience may substitute on a year-for-year basis for the required college education.

OTHER JOB-RELATED REQUIREMENTS:

  1. Compliance with the Health Insurance Portability and Accountability Act (HIPPA).
  2. Compliance with workplace safety to prevent on-the-job injuries by adhering to First Cost Workforce Development policy.
  3. Local travel may be required and must provide own transportation.

WORK ENVIRONMENT/PHYSICAL DEMANDS: 

  1. Working indoors and frequent vehicular travel encountered. 
  2. Prolonged period of sitting at a desk and working on a computer.

Must be able to lift 15 pounds at times.
