The Sr. Proposal Manager will lead the proposal development process, manage team resources, and ensure compliance with requirements, focusing on healthcare opportunities in federal sectors.

Trilogy Federal is looking for a Sr. Proposal Manager with knowledge and experience supporting federal healthcare agencies, to include the Department of Veterans Affairs (VA), Defense Health Agency (DHA) and Department of Health and Human Services (HHS). A successful candidate must be able to thrive in an environment where they are responsible for the management and execution of the full capture life cycle across multiple simultaneous pursuits and proposals with federal healthcare agencies.
This role is remote, but we require candidates who are open and able to travel to our Headquarters in Clarendon, VA on an occasional basis.
Primary Responsibilities:
- Lead and manage the overall proposal development process from Pre-Proposal Phase through Post Proposal Phase.
- Collaborate with Executive Leadership Team (ELT), BD Operations Leaders, Solution Architects, SMEs, and Project Delivery teams to develop solutions that offer Customers recognized value, are price competitive, executable and will be evaluated favorably.
- Support other business development professionals (e.g., editorial support, volume management, review participation) when necessary, as part of a team-first capture and proposal organization.
- Support other Proposal Operations activities (e.g., content databases, SharePoint library management) as needed.
- Manage and track multiple concurrent proposal responses to include RFI/RFP efforts.
- Demonstrated experience in proposal writing covering all typical solicitation sections (e.g., Management, Technical, Staffing)
- Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
- Manage junior personnel, coordinate with responsible lines/accounts, align resources required for pursuit of opportunities, develop, and improve upon processes, manage B&P budgets, mentor junior proposal managers, report metrics/manage risk and effectively lead growth within the Federal Health sector.
- Work with a sense of urgency and fastidious approach required to succeed in a demanding environment with expectations of high-quality, winning bid and proposals, often with tight deadlines.
Minimum Requirements:
- Bachelor's degree in business, healthcare, technology, or a related field.
- 10+ years of business development/proposal management experience, 5 years of which must have included experience capturing healthcare opportunities at VA, DHA, HHS, and other Federal, State, and Local healthcare organizations.
- Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR)
- Excellent communication skills, including written, verbal and interpersonal, with the ability to explain technical concepts to a variety of audiences.
- Self-starter able to work independently and within a team.
- Proposal management training (Shipley, Miller Heiman or other).
- Evidence of a successful track record of high quality, high scoring proposals
- Up-to-date knowledge of marketing, editing, graphic design, and other relevant proposal best practices
- Experience writing and editing to produce high-quality, message-driven documents; proven experience in using data management and tracking tools; and demonstrated experience in working with desktop publishing (InDesign) and presentation tools.
