Position Summary/Objective

The Agency Support Manager is responsible for managing the function's daily operations, accurate and timely processing, reporting, and tax administration. It is also responsible for overseeing service teams that interact with and maintain positive, productive working relationships with contacts from federal, state, local, and territorial taxing authorities. A key responsibility of this position is to collaborate with these agencies to ensure that OSV utilizes the tax system and adheres to all processes and procedures in compliance with agency regulations and requirements regarding the reporting of payroll taxes and garnishments in an outsourced environment. The Agency Support Leader will manage the Agency Relations Team, Data Exchange, and Agency Account Health team and plays a crucial role in the overall payroll tax outsourcing operations group.

Essential Functions/Duties/Responsibilities

  • Champion and support service teams to cultivate strong relationships with tax and agency influencers and key decision-makers. 
  • Serve as the primary OSV liaison and advocate during agency interactions, including visits, calls, and negotiations. 
  • Ensure OSV’s adherence to regulatory agency standards by aligning tax compliance processes with agency requirements. 
  • Collaborate on managing compliance changes, fostering consensus on strategies and details for systemic adjustments, verification, and acceptance. 
  • Spearhead the implementation of electronic filing, bulk filing, and electronic payment solutions across internal and external teams. 
  • Proactively gather relevant documentation to identify and resolve issues promptly, collaborating with agencies and internal teams to minimize future challenges, enhance customer satisfaction, and mitigate financial impacts on OSV and our clients. 
  • Maintain an intermediate comprehension of OSV’s processes, procedures, and guidelines to uphold agency compliance standards. 
  • Establish and oversee Service Level Agreements for Data Exchange initiatives. 
  • Develop and implement a comprehensive Account Maintenance strategy to optimize data utilization throughout the tax organization.

Qualifications and Experience

  • 5+ years of related experience in tax, finance, or audit preferably in an outsources payroll or agency environment
  • In-depth knowledge of legal and regulatory environment as it related so federal, state, and local income tax and unemployment tax
  • 2+ years supervisory experience
  • Strong influence and negotiation skills
  • Excellent verbal and written communication skills, able to interface with all levels. 
  • Excellent organizational, time management, and data analysis skills
  • Analytical with strong problem-solving abilities and creative resolution skills 
  • Ability to work well under pressure while consistently meeting time sensitive deadlines
