Cape is America’s privacy-first mobile carrier. Our mission is to be a force for good in global wireless. Cape was founded in 2022 by people who believe privacy is a fundamental right, not a luxury to be traded away. Our journey began when our founder recognized a critical vulnerability in our modern world: everyone relies on the same stagnant cellular infrastructure and legacy systems that track our every movement, monitor and profile our connections, and lose and sell our personal data.

Instead of accepting the status quo, we decided to fix it. National security professionals, journalists, parents, and everyone in between can stay connected and have privacy.

We didn’t just build a layer on top of old tech; we built America’s most private and secure mobile carrier from the ground up. By building our own network from scratch, we are able to design and build a suite of privacy and security features that no other carrier on the planet can offer.

Today, Cape provides our secure network to consumers, businesses, and government agencies alike. We closed our Series C in March 2026, and we are scaling rapidly, with the goal of giving people back control of their most personal information.

The Role

We are looking for a Technical Program Manager (TPM) to join our security, engineering, and product teams and make an immediate impact. In this role, you will drive the execution of complex, cross-functional programs and projects that are pivotal to enabling core technologies and functionality critical to our business. You will be responsible for designing, implementing, and optimizing processes to streamline workflows, reduce friction, and ensure the seamless integration of technologies across our platforms.

As a TPM, you will take ownership of tracking and stabilizing projects, removing roadblocks, and anticipating both internal and external customer needs. Your primary goal is to empower our engineers by ensuring they can focus on solving the technical challenges they’re best equipped to handle, while you handle the operational complexity. You will be at the forefront of driving initiatives that integrate technologies to serve our diverse customer base, including Government, Enterprise, and Consumer sectors.

Are you the candidate we are looking for? (Requirements for the role) You have:
  • Program Execution & Leadership: Proven ability to manage complex, cross-functional projects and drive them to successful completion with minimal oversight.

  • Process Optimization: Expertise in identifying inefficiencies, optimizing workflows, and implementing scalable processes that improve team productivity and collaboration.

  • Cross-Functional Influence: Strong collaboration and communication skills to work effectively with engineering, product, and other stakeholders, driving alignment and buy-in on key initiatives.

  • Problem-Solving & Risk Management: Strong ability to foresee potential challenges, mitigate risks, and resolve issues swiftly to keep projects on track.

  • Customer-Centric Mindset: A deep understanding of customer needs, with the ability to ensure product and technology solutions align with both internal goals and customer expectations.

  • Technical Understanding: Familiarity with technical concepts and the ability to engage with engineering teams to understand technical challenges, priorities, and dependencies.

  • Adaptability: Comfortable working in a fast-paced, evolving environment with a strong ability to adjust priorities and tactics as needed.

  • Bachelor's degree in a relevant field, or equivalent practical experience.

  • 5 years of experience in program management or equivalent field.

  • 3 years of experience managing cross-functional and/or cross-team projects.

Bonus Points: (Some nice to haves for this role)

  • Prior experience supporting consumer products.

  • Prior experience supporting government or defense products.

  • Prior experience in a startup environment.

Compensation

We offer competitive compensation that is geo-adjusted based on your location, along with meaningful equity so you share in the value you help create. Salary range for this role in New York, NY is $170,000-$190,000 depending on experience and interview performance.
