The Defense Counterintelligence and Security Agency (DCSA) manages the Background Investigations Enterprise Systems (BIES), which support the National Background Investigation Services (NBIS) mission responsible for conducting and managing security clearance investigations across the federal government. These systems process millions of investigations annually and support critical capabilities such as biometric verification, case management, and continuous vetting.
Our team supports the sustainment and modernization of the BIES environment, including legacy mainframe platforms and distributed infrastructure supporting mission-critical applications. The environment includes Linux, Windows, storage, and mainframe systems supporting investigative processing and national security operations.
We are seeking a Project Manager to support program execution, project planning, Agile coordination, and operational task tracking across multiple infrastructure and engineering teams. This role will work directly with the Program Manager and technical leads to ensure projects, operational work, and contract deliverables are properly planned, tracked, and executed.
Responsibilities:
- Assist the Program Manager with day-to-day execution of contract activities including project coordination, schedules, staffing coordination, and deliverable tracking.
- Assist the Program Manager with regular program updates, technical briefings, and decision support to DCSA leadership and program stakeholders.
- Track all project deliverables to ensure on-time completion and assist with preparation of weekly and monthly program deliverables, reports, and leadership briefings.
- Develop and maintain detailed project plans, Integrated Master Schedules (IMS), and milestone tracking for ongoing initiatives while monitoring project progress and providing status reports, metrics, and schedule updates to program leadership and stakeholders.
- Track risks, issues, dependencies, and action items across projects and operational initiatives.
- Coordinate cross-functional teams including Linux administrators, mainframe engineers, systems engineers, cybersecurity specialists, and application teams while serving as the point of contact for inter-team communication and ensuring all dependencies are managed effectively.
- Own and administer the program’s Jira workspace, including board configuration, workflow design, backlog organization, reporting dashboards, and metrics used by program leadership.
- Manage and maintain Jira boards, including task creation, backlog management, prioritization support, workflow visibility across teams, and working with technical leads to translate requirements into trackable tasks and user stories.
- Facilitate PI Planning sessions, backlog refinement, and work intake coordination with technical leads and stakeholders while guiding infrastructure and operations teams in Agile and Kanban workflow management to improve visibility into work in progress, priorities, and dependencies while maintaining operational stability.
- Liaise with technical leads and teams to support the effective delivery and execution of the BIES Mainframe (MF) environment and associated modernization initiatives, provide technical leadership for transitioning legacy mainframe systems to modern application architectures and cloud-based environments, and work with technical leads to translate project and operational work into trackable Jira items to drive visibility of tasks and priorities across infrastructure teams.
- Support continuous improvement of project governance, reporting processes, and operational coordination across the program.
Requirements
- Active DoD Top Secret Security Clearance
- CompTIA Security+ or equivalent IAT II certification
- Experience serving as a Scrum Master or in a similar Agile role, facilitating Scrum ceremonies, removing impediments, and supporting Agile team delivery and continuous improvement.
- 5+ years of experience supporting federal IT programs or enterprise technology environments
- 3+ years of experience managing projects, schedules, or program execution activities
- Experience developing and maintaining project plans and Integrated Master Schedules
- Hands-on experience administering and managing Jira boards, including workflows, issue types, dashboards, backlog management, and reporting
- Experience working in Agile or Kanban environments
- Experience coordinating cross-functional technical teams
- Experience preparing status reports, metrics, and leadership briefings
- Strong organizational and communication skills with the ability to manage multiple parallel efforts
Preferred Qualifications:
- PMP, CAPM or equivalent project management certification or currently acquiring
- Experience supporting PI Planning sessions or Agile release planning events
- Experience supporting infrastructure, operations, or enterprise systems teams
- Experience implementing Agile or Kanban workflows for infrastructure, operations, or enterprise support teams (not limited to software development environments)
- Familiarity with federal program reporting and contract deliverables
- Experience supporting mainframe or large enterprise environments
